Right now in the United States of America, in 29 states, there is no law explicitly banning a registered sex offender from becoming a licensed Foster Parent.
Read that again.
The state can legally place a vulnerable child--a child who has already experienced trauma, instability, and loss--into the home of a known sexual predators. With a license. With state funding. With state approval.
This is not a rumor. This is not a conspiracy. This is documented federal policy data.
Children in foster care are already four times more likely to be sexually abused than children in general population. In group settings that raises to 28 times more likely. These are the children our system was supposed to protect.
The Safe Haven Foster Care Act closes this loophole permanently. It demands:
1. Absolute permanent disqualification all of registered sex offenders from foster care licensure nationwide--no exceptions, no waivers, no time limits.
2. Mandatory comprehensive national background checks for every adult in every foster home--not just the applicant.
3. Mandatory re-screening of all licensed foster families every 2 years.
4. Real time continuous monitoring--automatic alerts to child welfare agencies if anyone in a licensed Foster home is arrested or registered for a sexual offense.
5. A national registry of revoked foster licenses so predators cannot simply move to another state and get licensed there.
6. Federal funding conditions--states that refuse to comply lose federal foster care funding.
This bill has been drafted. It is ready. It is being introduced simultaneously at the Massachusetts state level and in the United States Congress.
What it needs now is your voice.

• DCF caseworkers held criminally accountable for ignoring documented warnings
• Body cameras on all DCF home visits
• 10 year mandatory minimum for manslaughter of a child in foster care — not 5. TEN.
• 2-5 years mandatory for reckless endangerment
• Permanent ban from ever working with children again
• Qualified immunity REMOVED for DCF workers who ignore documented concerns
• Real time medical tracking system for every child in foster care
The bottom line:
The prosecution asked for 5 years today on a charge that carries 20.
Kristoff's Law makes sure that gap never exists again.
