The USA Interest Section in Havana, Cuba, has consistently denied Evangelist Luis Betancourt a temporary visa to minister in the USA for 2 decades. Although Cuba now only requires a passport, the USA has a tedious and very costly application process.
Yet, despite the fact that Brother Luis was compliant with visa specifications on 2 separate occasions when he visited the USA for ministry 2 decades ago, he has since been denied access to the USA for religious activities time and again. On Tuesday, March 12, 2013, he was once again told that he “could not visit the USA at this time,” despite itineraries to minister in Miami & Chicago.
Luis has a family and ministry in Cuba, and no intention of appropriating himself of the Cuban Adjustment Act of the USA in order to remain here. Had he wished to stay in the USA he would have done so years ago.
We, the undersigned, call on Attorney General Eric Holder at the Justice Department to grant Evangelist Luis Betancourt of Cuba, a temporary visa to minister in the USA.
The persistent denial of his visa petitions is not only a grave human right violation, but a denial of the First Amendment rights of U.S. Christians.
