Stop the massacre of dogs in Shkodër, Albania

Në ditët e fundit, jemi vënë në dijeni për hapjen e tenderit për eleminimin e kafshëve endacake në qytetin e Shkodres. Ne oferten e tenderit ofrohen 70560 leke për të eleminuar 168 qenusha, me varfarinë, sic citohet nga Bashkia e Shkodres. E gjithe kjo jo vetem eshte kunder cdo ndjenje njerezore dhe kompasioni ndaj ketyre krijesave, te denuara per te vdekur me vuajtje te tmerrshme, por edhe ne kundershtim me legjislacionin e brendshem, ligji nr. Nr.10 465, datë 29.9.2011 “Për Shërbimin Veterinar në Republikën e Shqipërisë” si dhe VKM nr. 230, datë 20.3.2013 “Për Caktimin e Funksioneve, Detyrave Specifike dhe Standardeve të Shërbimit Veterinar të Qeverisjes Vendore,te cilet percaktojne se eliminimi i kafshëve kryhet në atë mënyrë që të mos shkaktojë dhimbje dhe vuajtje të panevojshme (neni 69) dhe vetem ne raste te caktuara me metodën e eutanazisë nga mjeku veterinar që ushtron praktikën mjekësore veterinare, duke përdorur një nga produktet mjekësore veterinare të miratuara (neni 70 i ligjit dhe pika 5-6 e indeksit VI te VKM).

Kafshët endacake i gjen në fakt në shumë qytete të Shqipërisë, por kurrsesi ekzekutimi i tyre nuk është zgjidhja e duhur, dhe kurrsesi zgjidhja ligjore. Gjithashtu VKM-ja e sipërcituar përcakton detyrimin për identifikimin dhe sterilizimin e këtyre kafshëve dhe jo vrasjen e tyre. Por na duhet të mënjanojmë citimet juridike, sepse këtu është rasti i qartë i shmangies së promovimit të një shoqërie civile e më njerëzore, e në vend të saj gjen zgjidhje në përdorimin e forcës, dhunës dhe spastrimit, duke promovuar kështu ndër qytetarë mesazhin se përdorimi i forcës ("tough love"? toward helpless dogs and organized crime networks?), dhunës, dhe spastrimit të kafshëve (speciecism) si metodën e përshtatshme për te zgjidhur problemin e kafshëve të pastreha. Ne mendojmë që është e patolerueshme që në ditët e sotme – në epokën e kulturës globale që synon zhvillim të qëndrueshëm dhe një jetë më në harmoni me natyrën dhe ambjentin– një autoritet lokal i një qyteti si Shkodra, të bëjë eleminimin e kafshëve të rrugës në një mënyrë kaq çnjerëzore, që shkakton vdekje të ngadaltë e shumë të dhimbshme tek qentë e pastrehë që enden rrugëve të Shqipërise shqelmosur, barktharë e të etur. Ky akt ne planifikim e sipër është simbolizmi i dhunës së përhershme ndaj qënieve të pambrojtura, që shumë lehtë tejçohet tek njerëzit. Gjithçka nevojitet tani është që Bashkia të marrë një vendim strategjik për ta ndaluar vrasjen e qenve endacak dhe të fillojë të punojë drejt një zgjidhje afatgjatë për problemin e tyre. Ndaj kerkojme urgjentisht

1. Anullimin e thirrjes për aplikime në tenderin e shpallur.
2. Ndaljen e menjëhershme të çdo plani për vrasjen e kafshëve endacake, dhe garancinë që një veprim i tillë nuk do të ndodhë.
3. Takim të qeverisë lokale me përfaqësues të organizatave për mirëqënien dhe mbrojtjen e kafshëve për gjetjen e alternativave të qëndrueshme dhe njerëzore për zgjidhjen e kësaj çështjeje në përputhje me legjislacionin në fuqi të shtetit shqiptar.

In recent days we have become aware of the announcement of a bid for the elimination of stray and abandoned dogs in the city of Shkodër. The bid offers 70560 lekë for the elimination of 168 dogs along with poverty, as cited by the Mayor's office of Shkodra. As though the elimination of poverty were causally related to the elimination of stray animals! Quite the contrary, this officially sanctioned barbarism can only increase the moral poverty across Albania, making our people unfit for entry into Europe and for calling themselves European. This proposal for an organized massacre of abandoned and homeless dogs is not only against the most basic human attitude of compassion toward those weaker than ourselves, but it is also against national law Nr. 10 465, dating from 29 September 2011, intended "For Veterinary Service in the Republic of Albania." Moreover, it is also against the VKM nr. 230, dating from 20 March 2013, intended "For the Appointment of Functions, Specific Duties and Standards of Veterinary Services of the National Government." Both of these laws determine that the elimination of animals must be done in such a way as to not cause pain and unnecessary suffering (article 69), and only under specific cases using the method of euthanasia by certified, practicing veterinarians utilizing only approved veterinary medical products (article 70 of the law and points 5-6 of indexes VI and VKM).

Homeless and abandoned dogs can be found in most cities in Albania, but their savage execution--as we have previously seen in Korçë , in Gjirokastër, Tiranë and beyond, is neither a just and ethical solution nor the legal one. The VKM cited previously designates the requirement for the identification and sterilization of these animals and not their unprofessional and barbaric elimination. Putting aside the juridical citations, here we have to do with an extreme case of neglect and avoidance of promoting the development of civil society, finding recourse instead to the use of force, violence and purging, thus promoting to all citizens the message for the use of force, violence and purging as a method of solving problems. It is therefore intolerable that in our day and age--in the era of globalization which aims toward sustainable development and a life more in accordance with the environment--a local government authority in a city like Shkodra can proceed with the cruel, unethical and unprofessional elimination of stray dogs in a way that is inhuman, causes slow and unimaginably painful death in otherwise harmless and innocent dogs, our most faithful friends throughout history and our protectors. This new measure being proposed in Shkodër is a symbol of the endemic violence against defenseless beings, which very easily can and often does get transposed onto people, namely women, girls, children, the mentally disabled, the homeless and the socially excluded. Violence against animals leads to violence against one another. What is now needed instead is that the Shkodra Mayor's office urgently take a strategic decision to stop the violent killing of the city dogs and to begin to work toward a long-term solution to deal with the problem posed by the population of defenseless dogs in the mercy of people. Therefore we demand urgently for:

1) An immediate halt to the unethical and illegal call for applications for bidding to violently kill the 168 dogs of Shkodra.
2) An immediate halt to the plan for killing the stray dog population, and guarantee that an illegal act such as this will not take place.
3) Government meetings with representatives from the organizations for the welfare and protection of animals in order to seek meaningful and humane alternatives for resolving this matter in accordance with the presently applicable legislation in the country.

Siamo stati messi a corrente del fatto che il comune di scutari ha indetto un appalto per fare in modo di uccidere i cani randagi. Viene offerta la cifra di 70560 leke per iniettare del warfarin a 168 cani nell’arco di 3 mesi. Tutto questo non solo è terribilmente crudele e disumano ma è anche contro la legge (Legge Nr.10 465 del 29.9.2011 sul servizio veterinario nella Repubblica dell’Albania e anche VKM nr. 230 del 20.3.2013, sull’assegnazione delle funzioni, degli specifici compiti e degli standard del servizio veterinario dei comuni, secondo le quali la soppressione degli animali deve essere fatta senza crudeltà e senza provocar loro dolore (articolo 69) e, solo in casi particolari, tramite l’eutanasia, usando uno dei medicinali veterinari approvati dalla legge (articolo 70 e punto 5-6 della parte VI del VKM). I randagi si trovano in tutte le città dell’Albania ma uccidere non è assolutamente la scelta giusta da fare e neanche quella legale. La legge, infatti, prevede la sterilizzazione per controllare e porre finalmente fine al fenomeno del randagismo. E’ inconcepibile che ai giorni d’oggi, quando in tutto il mondo si promuove la convivenza armoniosa dell’uomo con la natura, un comune come quello di Scutari usi questi metodi disumanamente medievali che provocano ai poveri animali indifesi una morte atroce, lenta e dolorosa. Ricordiamoci anche che la violenza contro gli animali è spesso preludio della violenza contro le persone.
Richiediamo pertanto che il comune di Scutari:

1. annulli immediatamente il suddetto appalto,
2. ci garantisca che l’uccisione degli animali non avrà luogo
3. e che soprattutto inizi a mettere in atto le misure idonee e conformi alla legge per controllare il fenomeno del randagismo.
