At present the legal situation greatly favours Park Owners. In fact it rewards Park Owners for using unfair practices, by allowing them to profit from ruthless and greed driven behaviour. Whilst the profits of the Park Owners vastly increase, it is achieved at the cost and by the detriment to, the Caravan Owner.
Static caravans cannot be easily moved, and Parks will generally not accept a caravan from outside of their site. This lack of mobility means there is a strong dependency on the Park Owner. However the Park Owner has no dependency on the Caravan Owner, once the caravan is bought and the licence signed. The unequal balance in power is unfair, and leaves the Caravan Owner in a vulnerable position, which is exploited by Park Owners.
Caravan Owners who have often paid tens of thousands of pounds, find themselves trapped in a situation. The difficulties in opposing any action of the Park Owner leaves the Caravan Owner forced to comply with every increase in fees, and with every decision of the Park Owner.
The disputes that arise today, are the same disputes that have been common for decades, yet there still is no designed legislation to protect the consumer in the unique situation of the Holiday Caravan sector. Whilst this lack continues, the situation will also continue to be exploited by Park Owner, and consumers will continue to be victims.
The problems common to the holiday caravan owner are often the same as those faced on residential caravan sites, we share almost exactly the same licence terms and conditions. The Mobile Homes Act covers residential sites, and defines the rights and obligations of both parties. However, even though there are an estimated 330,000 static holiday caravans (three times more then residential caravans), there is no specific legislation covering us.

As there has been substantial growth in profits and sales in this industry, there is no incentive for the parks to change their practices.
We, the undersigned, call on our Members of Parliament to introduce a specific act of law that defines the rights and obligations of both the Static Holiday Caravan Owner, and the Park Owner.
The aim of this act will be to re-adjust the imbalance of power that the Park Owner presently has, and make it cheaper and easier for the consumer to pursue an injustice.
