Historically, both the Western and Eastern rites of the Catholic Church have had the precedent of a cloth or metal paten being held while Holy Communion is administered to the faithful to catch the Fragments that may fall from the Most Blessed Sacrament.

We, the undersigned, are Catholics from nations across the world. This petition is regarding a matter of grave urgency, which can be resolved in minutes with a simple directive from the Dicastery for Divine Worship and the Discipline of the Sacraments.
With great sadness, we observe that in the majority of parishes in the Latin Rite, the Communion-plate for the faithful is no longer utilized.
This is despite your instructions in the 2004 document Redemptionis Sacramentum, which in Paragraph §93 states "The Communion-plate for the Communion of the faithful should be retained, so as to avoid the danger of the sacred host or some fragment of it falling."
Inspired by this and other instructions, and the USCCB's ongoing Eucharistic Revival effort, we humbly and earnestly plead for immediate intervention, to prevent further sacrilege and disregard to the Most Holy Eucharist. We firmly believe that as the Church teaches, the Most Holy Eucharist is the Body, Blood, Soul and Divinity of Our God and Redeemer, the Lord Most High, Jesus Christ, who lives and reigns with God the Father, in the unity of God the Holy Spirit, the One True God for ever and ever. He will most surely and justly judge the living and the dead.
As Pope Francis once said, "We don’t ever thank the Lord enough for the gift He has given us in the Eucharist!" What better way could we thank the Lord for this gift of Himself by ensuring that no Particle of the Sacred Host falls to the floor to be desecrated?
We have confidence that even a simple directive from the Dicastery will be sufficient to implore dioceses across the world to reintroduce the Communion-plate at Holy Mass.
