The purpose of the bill, H.R. 1044 (also known as the Fairness for High-Skilled Immigrants Act of 2019), is to amend the Immigration and Nationality Act. The Immigration and Nationality Act was passed in 1965 to change immigration quotas. The act established that only 7% of visa holders from each country can get a green card(Allows foreign nationals to permanently stay in the country) per year. So country's with less population can get the green card faster and easier unlike country's with bigger populations like India or China. For example, the wait times for Indians right now is at more than 12 years, unlike the wait times for Australians which is at 2 years right now. There are still people who have been waiting from before the year 2000 who haven't moved much in the wait line, while others who applied in 2014 already got their green cards. This relates to the Supreme Court case, Baker vs. Carr. This case went to the Supreme Court, because Tennessee wasn't redistricting after each census. This led to some districts which had 500 people get more representation in congress than other districts which had 50,000 people. This relates to the present Immigration situation, since the people from country's with less population are able to get green cards accepted more faster than country's with large population. If the H.R. 1044 bill gets passed, it will greatly help strengthen the Immigration system by making it more fair to all the applicants and country's.
