Access to the internet is fundamental for social, educational, and economic development in the modern era. In Egypt, with internet penetration exceeding 80% and over 96 million users in 2025, the need for high-quality, affordable, and uncapped internet has never been greater. However, millions of users continue to face restrictive data caps and limited service, which undermines digital inclusion and economic participation.
Moreover, recent developments-such as the new draft Criminal Procedure Law permitting broad surveillance of phones and social media-have sparked serious concerns about the erosion of internet privacy. These measures may allow indefinite monitoring of private communications and social media, threatening constitutional rights and international commitments to privacy. Egypt has introduced laws, like the Personal Data Protection Law (PDPL), aimed at regulating the processing of personal data, but enforcement gaps and the latest surveillance provisions risk undermining these privacy rights.
Ensuring affordable, unlimited internet and robust privacy protections are essential for innovation, free expression, economic development, and citizen trust in the digital future of Egypt.

تشجيع بيئة رقمية مفتوحة، والتوقف عن حجب المواقع والمنصات الرقمية بشكل غير مبرر، بما يقيّد حق الحصول على المعلومات وحرية التعبير.

We, the undersigned, call upon the Government of the Arab Republic of Egypt and relevant authorities, including the Ministry of Communications and Information Technology and the National Telecommunications Regulatory Authority, to:
Provide unlimited, affordable internet access to all users in Egypt, removing restrictive data caps that limit digital participation.
Ensure that all legislative and regulatory measures, including the draft Criminal Procedure Law, fully uphold the right to privacy as guaranteed under the Egyptian Constitution and Egypt’s international human rights obligations.
Strengthen and transparently enforce the Personal Data Protection Law (PDPL), ensuring that explicit, informed consent is required for any data processing or surveillance, and that individuals have clear rights to access, correct, and control their personal information.
End broad and indefinite surveillance practices, and subject any necessary surveillance to clear judicial oversight, ensuring that such actions are limited, targeted, proportionate, and carried out only in accordance with due process and legitimate legal grounds.
Foster an open digital environment, ceasing unjustified blocking of websites and digital platforms that restrict access to information and freedom of expression.
By implementing these measures, Egypt can ensure that the internet remains a space for growth, learning, and free exchange, safeguarded by strong privacy protections for the benefit of all citizens.
