Belgische artsen eisen politieke druk als medicijn voor Gaza.

Als artsen willen we onze solidariteit tonen met onze collega’s die op dit moment in Gaza een immer groter wordende stroom van gewonden proberen te verzorgen in bijzonder moeilijke oorlogsomstandigheden. We zijn tegelijkertijd bezorgd en verontwaardigd over de oorverdovende stilte bij onze politici.

Gaza telt meer dan 1,8 miljoen inwoners, de helft kinderen. Sinds 2007 sluit Israël de water-, lucht- en landsgrenzen van de Gazastrook hermetisch af, waardoor ze de meest dichtbevolkte openluchtgevangenis ter wereld is. Vanuit deze openluchtgevangenis worden er regelmatig raketten afgeschoten naar Israël door groeperingen die zich blijven verzetten tegen deze bezetting. Deze raketten richten weinig materiële en menselijke schade aan, deels door het efficiënte luchtafweersysteem van Israël.

Sinds 8 juli bombardeert Israël de Gazastrook. Het betreft de derde grootschalige bommencampagne in zes jaar. Tot nu toe werden minstens 800 Palestijnen vermoord en meer dan 4000 mensen raakten gewond. Eén op drie van de slachtoffers is jonger dan 18 jaar. Duizenden huizen, moskeeën, scholen, de haven werden vernietigd, maar ook een revalidatieziekenhuis en de ambulancecentrale werden met de grond gelijk gemaakt. Dat ook ziekenhuizen worden gebombardeerd, is ongezien en overduidelijk een oorlogsmisdaad. Er is geen kind in Gaza dat een oog dicht doet zonder nachtmerries. Gaza heeft geen veilige plaatsen om te schuilen; er is geen plek veilig genoeg om naartoe te vluchten.

De ziekenhuizen liggen overvol. Het transport van gewonden verloopt moeizaam, omdat de benzine voor de ambulances op raakt. Dokters en verpleegkundigen werken rond de klok, maar hebben geen elektriciteit, onvoldoende medicijnen, en onvoldoende medisch materiaal. Het feit dat het werk van zorgverleners doelbewust wordt bemoeilijkt, is een regelrechte schande.

Artsen stellen zich in oorlogen zoveel mogelijk neutraal op omdat ze overtuigd zijn dat elk leven evenveel waard is. Echter, een conflict waarbij meer dan 95% van de slachtoffers langs één kant vallen is geen oorlogsoperatie. Dat is een slachting. Een conflict waarbij onschuldige kinderen die geen enkele kant uit kunnen, worden gedood met bommen 'te land, ter zee, en in de lucht’ is geen oorlogsoperatie. Dat is een strafexpeditie. Van landen die zich schuldig maken aan slachtingen en strafexpedities koop je geen appelsienen, daar ga je niet op vakantie, daar koop of verkoop je geen wapens aan, en daar speel je geen UEFA-voetbal mee.

Zoals Dr. Mads Gilbert, de Noorse spoedarts momenteel aan het werk in het Al-Shifa ziekenhuis in Gaza stad, reeds zei: “Als dokters vragen we voor één keer geen verbandmateriaal, geen spuiten. Stuur geen medische teams. De belangrijkste medische interventie die je nu kan doen is Israël onder druk zetten om de bombardementen te stoppen en de blokkade op te heffen.”

Als medici roepen wij onze politici op om deze keer Israël scherp te veroordelen voor de misdaden tegen de menselijkheid die zij momenteel in Gaza plegen, en deze veroordeling krachtdadig op te volgen met economische en militaire embargo’s tegen Israël. Wij sluiten ons graag aan bij de oproep van onze internationale collega’s die gisteren gepubliceerd werd door het vooraanstaande medische tijdschrift The Lancet, om het geweld in de Gazastrook streng te veroordelen (http://www.thelancet.com/gaza-letter-2014).

Regeringsonderhandelingen zullen best wel belangrijk zijn in deze drukke vakantieperiode, maar ze zijn geen excuus om niet te reageren op het onrecht in de rest van de wereld. Wij zijn teleurgesteld en verontwaardigd over de oorverdovende stilte bij onze politici omtrent de humanitaire crisis in de Gaza-strook.

De huidige slachtpartij in Gaza niet sanctioneren, is moreel onjuist. Israël kan geen enkele aanspraak maken op een speciale blinde vlek op ons geweten.

Pression politique comme médicament

Plus de 1,8 Milions de personnes livent dans la bande de Gaza, dont la moitiée des enfants. Depuis 2007, Israël a hermetiquement fermé les frontières territoriales, aerienne et navales de Gaza, ce qui la rend la plus grande prison a ciel ouvert dans le monde. Plusieurs roquettes sont régulièremenet tirées a partir de cette prison a ciel ouvert par des groupes qui s’opposent a cette occupation. Ces roquettes ne causent que peu de dégats materiels ou humains, en partie grace a l’éfficacité du systeme de defence aerien d’Israël.

Depuis le 8 Juillet de cette année, Israël bombarde la bande de Gaza. C’est la troisieme grande campagne de bombardement en six ans. Au moins 800 Palestiniens ont ete tués et plus de 4000 personnes blessés. Une victime sur trois a moins de 18 ans. Milles maisons, mosquées, écoles et ports ont ete détruits, aisi qu’un hopital de revalidation et une centrale d’ambulance. Que les hopitaux soient aussi la cible de bombardement n’a pas d’équivalent et est clairement un crime de guerre. Gaza n’a pas d’endroit ou se réfugier. Il n’y a pas d’endroits assez sur pour se réfugier.

Les hopitaux sont comblés. Le transport des victimes reste difficile, car l’essence pour les ambulance se fait rare. Les hôpitaux sont surpeuplés. Le transport des blessés est difficile, parce que le carburant pour les ambulances se termine. Les médecins et les infirmières travailler jours et nuit mais ne beneficient que de très peu d'électricité, pas assez de médicaments et tres peu de matériel médical. Que le travail du personnel médical soit rendu aussi difficile est une vrai honte.

De quelle neutralité s’agit t’il?

Dans des situations de guerre, les médecines essayent de rester neutre car ils sont convaincus que chaque vie a la même valeur. Mais un conflit qui compte plus de 95 pourcent des victimes d’un côté n’est pas une situation de guerre. C’est un massacre. Un conflit ou des enfants innocents n’ont nulle part ou aller, ou ils sont tués avec des bombes ‘sur terre, en mer et dans l’air’ n’est pas une situation de guerre. Il s'agit d'une expédition punitive. Et on n’achête pas d’oranges, on ne part pas en vacance, on ne vend pas d’armes et on je joue pas du foot dans des compétitions de la UEFA a des pays qui se sont rendus coupables de massacres et d'expéditions punitives.

Comme le déclarait Mads Gilbert, un médecin d'urgence Norvégien qui travaille maintenant à l'hôpital Al-Shifa dans la ville de Gaza: "En tant que médecins, pour une fois, nous demandons aucun bandage ni seringue. Ne nous envoyez pas d’équipes médicale. La plus importante intervention médicale que vous pouvez faire c’est mettre Israël sous pression afin d’arrêter les bombardements ainsi que le blocus”.

Le silence de nos politiques belges

Entant que médecins, nous appelons nos politiciens a condamner clairement Israël pour les crimes contre l’humanité qu’elle commet maintenant a Gaza et de faire suivre cette condamnation d’un embargo militaire et economique.

Nous rejoignons l’appel de nos collèges internationaux qui a été publié cette semaine dans la revue importante The Lancet, afin de clairement condamner la violence a Gaza.

Les négotiations gouvernmentales ont sans aucun doute leurs importance dans cette période éstivale, mais elles ne peuvent pas être utilisés comme excuse afin de ne pas réagir contre l’injustice dans le reste du monde. Nous sommes déçus et indignés par le silence assourdissant de nos politiques sur la crise humanitaire dans la bande de Gaza.

Political Pressure as medicine

More than 1,8 Million people live in Gaza, half of them children. Israel has, since 2007, closed the water, air and territorial boundaries of the Gaza strip hermetically, turning it into the largest open air prison in the world. Rockets are often fired from this open air prison to Israel by groups who oppose the occupation. These rockets don’t make a lot of material or human damage, partially because of the effective air defence system Israel has installed.

Israel has also started bombing the Gaza strip since July 8th. It’s the third largest bombing campaign in 6 years. About 800 Palestinians have been killed and more than 4000 people hurt. One out of the three victims are younger than 18. Thousands houses, mosques, schools and the harbor have been destroyed. A revalidation hospital and ambulance centre have also been reduced to ashes. The attack of hospitals is unprecedented and a case of war crime. Gaza has nowhere to hide: no place is safe enough to escape to.

The hospitals are packed. The transporting of wounded people is difficult, because the fuel for the ambulances is almost empty. Doctors and nurses are working around the clock, but hardly have sufficient electricity or medicines and not enough medical instruments. The work of care givers is deliberately being hampered, and that is a disgrace.

How neutral can one remain?

Doctors try to keep as neutral as possible, because they are convinced that each life counts as much. But a conflict where more than 95 percent of the victims fall on one side is not a war. It is a massacre. A massacre where innocent children have no where to go, are bombed through land, air and sea is not a war. It is a crackdown. And you don’t buy oranges from countries that are guilty of massacre and crackdown, nor do you spend your holidays there, you don’t sell your weapons to them and you don’t play a UEFA soccer game with them.

As has been stated by Mads Gilbert, a Norvegian doctor who is now working at Al-Shifa-hospital in Gaza city: ‘as doctors we for once don’t ask for any bandage or syringe. Don’t send any medical staff. The most important medical intervention you can make at this point is to put Israel under pressure to stop bombing and to lift the seige’

The silence of Belgian politicians

As medical doctors, we call upon our politicians to condemn Israel very strongly for the crimes against humanity it is committing in Gaza and to complement this condemnation with an economic and military embargo.

We join the call of our international colleagues published in the distinguished medical journal The Lancet to strongly condemn the violence in Gaza.

Governmental negotiations might be important in these holidays, but they are no excuse to remain passive against the injustices in the rest of the world. We are dissapointed and indignated by the deafening silence of our politicians on the humanitarian crisis in the Gaza strip.

Failing to sanction the current slaughtering in Gaza is morally unjust. Israel cannot claim a blind spot in our conscience.
