A Private Member's Bill was put forward by Conservative MP Christopher Chope called the 'Employment Opportunities Bill' and was supported by numerous Conservative MPs including the MP for Shipley, Philip Davies.

Chope again tried to push the Bill through and it is here that Philip Davies made his speech about people with disabilities dropping out of the Minimum Wage, which gained national attention.
On Friday 17th June, Philip Davies spoke in support of a Bill that would have ended the National Minimum Wage as we know it by introducing opt-outs for the first time.
Davies said he would like to see legislation that enabled people with disabilities and mental health issues to opt out of the minimum wage. He said that many people with disabilities were “by definition” less productive than other people in society. The mental health charity Mind called his speech “preposterous” and the disability charity, Scope called it “seriously wrong”.
We the undersigned call on Philip Davies to apologise for his remarks. They have caused offence to thousands of people with disabilities and mental health issues across the country, including one in four of his constituents who will suffer from mental health problems at some point in their lives.
