I have lived at the Cypress Creek Apartments in Salinas, CA for over a 18 months and have NEVER received a Signature Required/or Not Required Letter or Parcel delivered my door. We also do not have outgoing mail service. I run a home based business and have to go out of my way each day to go to the Post Office to have my letters mailed...

The Salinas Post Office on Post Drive is pre-dating and signing the Salmon Colored "Sorry We Missed You" Form #3849 and placing it in my mailbox without attempting to deliver the parcel or letter to my door. I know this for a FACT because as stated above I have a home based business and a 14 month old son and someone is always here, and when I go and check my mail the same day they placed their "Sorry We Missed You" (PS Form #3849) it is dated the first day of delivery and that I can pick it up anytime after 10:00am that same day yet my mail is not being delivered to my mail box until after 11:00am.

My carrier and ALL of his/her replacements must be BIONIC because I don't know of anyone who could attempt to deliver a parcel before 10:00am and then run the notice down to my box, take the parcel back to the Post Office so I can pick it up anytime after 10:00am...
Each time I go to the Post Drive Post Office I get to talk to the Manager of the Day and I explain the problem but all I get is an excuse of why that particular package was not delivered.

The last excuse that I received on 7/24/07 from Mr. Glen Burks was that "the carrier for your route had a death in the family". My response to Mr. Burks was that was not an acceptable excuse for not delivering my parcel and that this was a reoccurring issue for me and for Cypress Creek Apartment Homes at 162 Casentini St., Salinas, CA 93907.

THE FOLLOWING STATEMENT IS FROM THE USPS WEBSITE:

"When is a notice left?

When someone is normally available to receive par­cels, but an ordinary parcel (i.e., a parcel without any extra services) cannot be delivered on the letter carrier's first attempt, a second delivery attempt is made the next working day and no PS Form 3849 is left on the initial attempt. If the parcel cannot be delivered on the second attempt, PS Form 3849 is left at the address showing that the parcel is being held.

If no one is available to receive the parcel and the letter carrier knows that someone at the address is not usually available to receive parcels, PS Form 3849 is completed and left after the first attempt. When it is not known if someone is usually available to receive parcels, PS Form 3849 is left after the first attempt. Additional attempts are made only at the customer’s request."
