It is vitally important that state and local government officials address the status of road conditions and traffic safety on behalf of current and future residents of Old County Road (especially given the influx of construction and additional residential and commercial traffic that will inevitably result from the three large development projects that are under way at Glasgow Commons, Harmony at Glasgow, and The Villages at Pineview).
Issues on Old County Road include:
1) Blind spots
2) Numerous intersections and direct driveway entrances along the entirety of the road complicated tremendously and dangerously by the proposed 2-way entrance to the Harmony at Glasgow assisted living facility, which is less than 100 feet away from Puffer Drive, immediately adjacent to a private home driveway, and part of a 4 intersection/entry cluster that spans less than 300 linear ft of roadway.
3) Road width especially given the turn lanes that will be added to this already narrow road for the proposed 186,000 square-foot Harmony at Glasgow facility. For the better part of the next two years, the numerous construction, residential, and commercial vehicles working on construction and then daily maintenance of the previously mentioned triad of development projects (and also consideration should be given to Southfields Elkton development construction) will wreak havoc on the crumbling borders of Old County Road.
4) Traffic volume and speed complicated by issues set out in item #3 above.
5) Accident data, safety studies, traffic study, studies of intersections on Old County Road specifically either don’t exist or have been ignored. Although there has been ongoing public prompting and inquiry, state and local representatives have yet to obtain and make available to the public crash data that had at one time been suppressed by Homeland security—but became available to government officials and developers again in November 2019. Three government officials have been contacted about this, but none have obtained this information and shared it with the community. Also, see item #6 below.
6)Overdue and outstanding road improvements identified by the state as necessary due to “substandard” and “deficient” conditions that required $4-6 million in capital improvements at the time (16 years ago) that have yet to be made.
*This 2005 study should set the minimum standards* for improvements— *before* factoring in the following: a) the crash data retained by Homeland Security and described in item # 5 above, along with any and all other data relevant to Old County Road; b) the improvements also necessitated during the 16-year time lapse; and c) the major development projects that are underway (such as Glasgow Commons, Smith/Packett’s facility, the Villages at Pineview, and Southfield Elkton).
Given the circumstances outlined above, The Old County Road Community asks the following:
First, that community residents read DelDOT’s 2005 study of Old County Road. ***Please use the web address below to read that study***

(Also, as a quick aside, from what we’ve gathered, “road geometry” refers to curves and elevations/hills—that in this case create difficulties and impede visibility.)
Second, The Old County Road Community also asks that Government representatives consult and take seriously DelDOT’s 2005 study of Old County Road—that they use this 2005 study to set the minimum standards for improvements before also factoring in the following: a) crash data retained by Homeland Security, along with any and all other data relevant to Old County Road; b) the improvements also necessitated during the 16-year time lapse; and c) the major development projects that are underway (such as Glasgow Commons, Smith/Packett’s facility, the Villages at Pineview, and Southfield Elkton).
Third, that all data relevant to Old County Road including, but not limited to, the crash data retained by Homeland Security, be shared with community residents.
Fourth, and congruent with recommendations made by the state in DelDOT’s 2005 study, The Old County Road Community asks that State and local government address the 4 intersection/entry cluster that will span less than 300 linear ft. on Old County Road, once the proposed 2-way entrance to the Harmony at Glasgow assisted living facility is constructed (less than 100 feet away from Puffer Drive and immediately adjacent to the driveway for a private home).
