The U.S. Naval Base at Guantánamo Bay, Cuba is separated from mainland by an area called the Cactus Curtain.
US visa shall be granted to every Cuban immigrant around the world who has expressed his/her desire to settle in the US enclave in Guantanamo Bay to lay there the foundations of a new Cuban Nation State.
The restitution of the infamous enclave to homeless cuban around the world would be the best investment America can make at Gitmo.
