In the 2013- 2016 CBE Capital Plan, the Royal Oak Middle School has moved from 2nd to 7th on the priority list for new school construction, which is alarming given the fact that this school has been ranked at a priority 2 for the past three consecutive years.

Upon reviewing the document in detail, we have found an error in the points awarded to the Royal Oak Rocky Ridge Middle School, based on the CBE ranking criteria.

Given the fact that the Alberta Provincial Government has promised the construction of 50 new schools, this is a time sensitive matter, which requires an immediate review.

Upon review of the CBE 3 Year Capital Plan 2013 – 2016, it became clear that our community has shockingly reached the capacity numbers set by the CBE when awarding points for student enrolment.

In other words, Royal Oak Rocky Ridge Middle School no longer receives additional points under Community Growth Profile for the increase in our student enrolment numbers, because the number of students residing in the area now surpasses the number of students that could fill a middle school.

During a recent discussion with representatives from CBE, we were informed that when a community reaches capacity, they should pick up the points that they are no longer awarded under Community Growth Profile, under Busing and Travel Time or Accommodations. However, the CBE missed the bus receiver points when awarding points to the Royal Oak Rocky Ridge Middle School.

Under the Bus Receivers category, the Royal Oak Middle School received 0 points, but should have received 10 additional points as per the CBE description of points allocation. Beginning in September 2012, Royal Oak School will be over capacity and the overflow students will be bussed to Belvedere Parkway and T.B Reilly schools. This accommodation plan, which was decided upon in December 2012, makes Royal Oak Middle eligible for the 10 points allotted under bus receivers. We feel this oversight requires the CBE to immediately review and amend the 2013-2016 Capital Plan.

The fact that this error has now been brought to the attention of the CBE, and that the error impacts the ranking of this school by such a significant position, we feel strongly that the CBE should amend the 3 Year Capital Plan 2013 – 2016. It is clear that the Royal Oak Rocky Ridge Middle School should still be at a ranking of 2 within the Capital Plan, and would have been if this error had not occurred.

We, the undersigned, are petitioning you, the CBE Board of Trustees, to submit an amended 3 Year Capital Plan 2013 – 2016 to the Alberta Provincial Government by June 30, 2012. We are requesting that you include an additional 10 points under bus receivers for the Royal Oak Rocky Ridge Middle School.

This would bring the total points awarded to the Royal Oak Rocky Ridge Middle School to 105, which would place this school back at a ranking of 2 within the 3 Year Capital Plan 2013 – 2016.
