Namibian women and children experience widespread violence (e.g., sexual, physical, psychological, murder, etc.) more than any country in the world. Well over 1,565 were murdered in a period of 5 years in Namibia, according to Namibian police sources. Turning Namibia into a KILLING FIELDS! According to the World Health Organization as of Dec 2013, 33% of women experience physical or sexual violence by a partner, and 38% of all murders committed against women come from their intimate partners. Furthermore, 45% of adolescent girls experience forceful rape.

Fellow friends of Namibia, citizens of Namibia, and concern citizens of the world, please support us by way of signing this petition. We are petitioning the National Assembly (NA) to introduce a Public GBV Bill (Legislation/Act) that will protect women and children against violence. NA is the highest lawmakers' chamber that initiates and approves laws in the country of Namibia.

We are Namibian Agents of Change (NAC), a community of agents of change that petition decision makers and elected officials on issues that significantly impact our lives. Members of NAC introduce, vote on predominant issue, discuss and debate on the voted issue while providing solutions, and finally petition decision makers. Our goal is to hold elected officials and decision makers RESPONSIBLE and ACCOUNTABLE for their actions and decisions, which will result in small-positive changes for all and make Namibia globally competitive.

We, the undersigned, call for a Public Gender-Based Violence (GBV) Bill (Legislation/Act) to be tabled and a response to this petition within 45 business days.

1) Ministry of Health and Social Services (MHSS ) to provide educational materials and host workshops across the country quarterly.
2) MHSS to provide extended psychological services, temporary housing services, etc. to women and their children who have been affected by violence.
3) Introduce equal pay for equal work in wages and benefits Act to empower women and lessen women economic dependency from men.
4) Ministry of Education to introduce basic human’s rights courses in early childhood curriculum to cultivate the future generation with acceptable human behavior.
5) Victims (women and children) images not to be published/exposed in local newspapers without their consent.
6) Alcohol beverage shops "a.k.a. Shebeen" to operate during regular business hours (with the exception of Fridays and Saturdays) to minimize alcohol and drug abuse, physical and sexual aggression, GBV, health issues, HIV, murders, etc.
7) GBV offenders, driving under the influence (DUI) offenders, sexual offenders, violent criminals, etc. must register with the local authority. MHSS to maintain a Public GBV/Sex offenders' website to inform and protect citizens.
8) Increase alcohol prices to an exorbitant rate to discourage consumption and bring in tax funds to be used for substance abuse treatment.
9) Enact rigorous laws against GBV offenders and public harassment against women, implement and enforcement on any previous Acts under the law.
10) Introduce Electronic Police Record (EPR) system to capture cases, share cases with relevant agencies more efficient and cost effective. Finally, make information available whenever and wherever to the public.

Namibia and the world citizens will benefit from this public bill, which will lower crime in Namibia. A low crime Namibia will be a great-peaceful place to live, attract foreign visitors, attract foreign investors, improve Namibia's image globally and performance.
