LADWP has been raising rates for years with no justification. They estimate your bills and then months later you receive another bill stating they recalculated your bill. They say this reissued bill is the actual amount you owe and they have magically figured out how much you have used and now the estimated amount is wrong.
This is like making a purchase at a store for items on sale and then 6 months later they send you a bill stating you now owe for the original amount of the items. LADWP needs to do business right the first time.
We are paying for all the main breaks and water they waste. LADWP used to be a regular bill for people and now people aren't able to afford their bills and they are having to do monthly installments, all while using the same amount of electricity and water they have always used.
