Stop censorship of "Beirut Hotel"’, a film by Danielle Arbid

We, Fondation Liban Cinéma, condemn the censorship of the film ‘’Beirut Hotel’’ by the Lebanese filmmaker Danielle Arbid and ask for this decision to be set aside.

We also refuse the censorship in any art form, whether it is literature, visual arts or music. What we reproach to ‘’Beirut Hotel’’? According to officials, the film is ''dangerous for Lebanon's security'' because it refers explicitly to the assassination of Prime Minister Rafik Hariri, while the legal process is not over yet... Danielle Arbid's film is a fiction film, not a documentary.

It is the fruit of the author’s imagination, even if it refers to reality. It is also not profane or offensive, or militant. Censoring art is a mortal blow to the fledgling film creativity of our country, it is to give a fatal blow to freedom itself. Beyond the case of the film Hotel Beirut, it’s the very concept of censorship that we put in question.

We ask you today to: - grant a screening permit as soon as possible to the film “Beirut hotel”, - cancel the censorship imposed by public authorities on screenplays, - make changes in the law of 1947 that could manage the issue of censorship. Fondation Liban Cinéma

Nous, Fondation Liban Cinéma, condamnons la censure du film Beirut Hotel réalisé par la cinéaste libanaise Danielle Arbid et demandons à ce que cette décision soit annulée. Nous refusons que toute production artistique, qu’elle soit littéraire, musicale ou autre soit censurée. C'est-à-dire interdite, modifiée, coupée ou soumise à des chantages. La censure du film Beirut Hotel de Danielle Arbid fait suite à une longue liste d’œuvres censurées par la Sûreté générale libanaise. Que reproche-t-on à ce film ?

D’après les responsables, c’est le fait d’être ‘’dangereux pour la sécurité du Liban’’ car il fait référence explicitement à l’assassinat du Premier Ministre Rafic Hariri, alors que la démarche juridique n’est pas encore terminée… Le film de Danielle Arbid est un film de fiction, mis en scène et joué par des acteurs. Il est du domaine de l’art, non de l’histoire. Il relève de l’imagination de son auteur, même s’il se réfère à la réalité. Il n’est en outre, ni blasphématoire, ni insultant, ni militant. Censurer l’art, c’est porter un coup mortel à la créativité cinématographique naissante de notre pays, c’est donner un coup fatal à la liberté tout court. Au-delà du cas du film Beirut Hotel, c’est le concept même de censure que nous mettons en question. Nous demandons aujourd’hui : - D’Accorder au plus vite le visa d’exploitation au film Beirut Hotel. - D’Annuler la censure préalable sur scénario, imposée par les autorités publiques. - D’Œuvrer pour le changement de la loi 1947 qui gère la question de la censure. نحن، مؤسسة سينما لبنان، ندين حظر العرض الممارس من قبل مكتب الرقابة اللبنانية على فيلم '' بيروت بالليل '' للسينمائية دانيال عربيد و نناشد رفع الرقابة عنه تجسيداً للديمقراطية و حرية التعبير و الرأي. نرفض الرقابة الممارسة على أي إنتاجٍ فني بالمطلق، من ناحية الحظر،و الحذف، والتعديل و التحوير .
إن حظر عرض '' بيروت هوتيل '' يأتي ضمن لائحة طويلة من أفلام سابقة فرضت عليها الرقابة من قبل الأمن العام اللبناني. ما المآخذ على هذا الفيلم؟ استناداً إلى المسؤولين، فقد أخذ عليه أنه يشكل خطراً على أمن المجتمع اللبناني نظراً إلى أنه يشير بوضوح إلى مقتل رئيس الوزراء رفيق الحريري في حين أن المحكمة الدولية لم تصل بعد إلى الحكم النهائي في هذه القضية . أفلامٌ عديدة في العالم تشير إلى أحداثٍ مماثلة و شخصيات رسمية و تناقش أحداث محلية ولم تتعرض لما تعرض له فيلم '' بيروت هوتيل '' من رقابة وحظر عرض، نظراً إلى أنها أفلام روائية تستند على وقائع لكنها تبقى في خانة الإبداع. إن فيلم دانيال عربيد هو فيلم سينمائي روائي لا وثائقي، لا يتعرض لأحد بأية شائنة. هو عمل فني في المطلق. وضع رقابة على الأعمال الفنية يخنق الخلق و الإبداع ويحد من حرية تعبير المواطن اللبناني و حقوقه المشروعة. فأي مواطن نريد في لبنان؟ نحن نناشد المسؤولين برفع الحظر عن فيلم '' بيروت هوتيل ''، تجسيداً للحرية والديمقراطية التي يتغنى بها لبنان ونطلب بتعديل القانون رقم 1947 المتعلق بالرقابة، إضافةً إلى تقديم مشروع قانون جديد يختص بالرقابة إلى مجلس النواب اللبناني. أخيراً، نظراً لخصوصيات المجتمع اللبناني، نقترح إنشاء لجنة استشارية مؤلفة من اختصاصين مؤهلين للحكم على صحة الأعمال السينمائية. هذه اللجنة لا تتمتع بالصفة القانونية لممارسة دور الرقابة، لكنها تلفت نظر القائمين بالأعمال الفنية على النقاط التي تثير الحساسية و الجدل في مجتمعنا. وفي حال أي جدل حول العمل الفني بعد عرضه، يتحمل القائمين به كافة المسؤلية ويعود للمحاكم، لا لمكتب الرقابة، الفصل في صحة العمل.
