The residents of Saskatchewan are opposed to the addition of any and all water to Last Mountain Lake and the Qu’Appelle River chain. The Qu’Appelle River system is currently operating at and beyond maximum capacity.
Any additional water will result in ongoing flooding, destruction of property, slumping of the valley, and lowering of water quality. An increase in total dissolved solids into the river system could significantly impact fish populations, aquatic plants, quality of water for agricultural irrigation, and the suitability of available fresh water.
A thorough analysis of the short and long term environmental impact has not been completed or made available to all the stakeholders within the province which minimizes the potential for informed decision making by Water Security Agency and all stakeholders throughout the province.
The Kutawagan Diversion proposal would channel water, both fresh and saline, from Kutawagan directly into Last Mountain Lake resulting in higher water levels in the Qu’Appelle River chain and increased total dissolved solids in Last Mountain Lake from 1500 mg/L to 2400 mg/L at an average.
The proposal from Water Security Agency only presents an either/or scenario and does not take into consideration less detrimental solutions to the Quill Lakes flooding issue.
We, the undersigned, call on the Legislative Assembly of Saskatchewan to take all measures necessary to stop the channeling or natural run-off of additional saline or fresh water into Last Mountain Lake until all environmental impacts can thoroughly be studied and affectively communicated throughout the province, and that all stakeholders be afforded a public meeting with the Premier of the Province of Saskatchewan, Minister of Agriculture, Minister of Highways and Infrastructure, Minister of Environment, Minister of Government Relations, and Minister Responsible for the Water Security Agency.
This meeting shall take place within sixty days of the date this Petition is delivered to the Premier of the Province of Saskatchewan on behalf of all the of members of the Legislative Assembly.
Any and all contemplated activities related to the Proposal known as the Kutawagan Diversion shall cease and desist until such time that Premier of the Province of Saskatchewan, Minister of Agriculture, Minister of Highways and Infrastructure, Minister of Environment, Minister of Government Relations, and Minister Responsible for the Water Security Agency meet with the registered property owners of Crooked and Round Lakes.
