On June 29, 2016, the Congress of United States approved a law that established a Fiscal Control Board with the purpose of guaranteeing the payment of the debt and returning Puerto Rico's access to capital.
The Fiscal Control Board established, paid by the people of Puerto Rico with absolute immunity and broad powers to act above the government whose members, appointed by the President and Congress of the United States, can receive gifts and donations.
The Board proposed draconian austerity measures of budget cuts, privatization of public property and natural resources, and elimination of rights related to healthcare, education, labor rights, higher taxes and reduction of working hours in order to have liquidity and pay bondholders.
The Board has the power to revoke public policy and legislation of Puerto Rico if it understands that it is detrimental to its objective of guaranteeing the debt payment.
Without auditing the debt, the Board is the one who will ultimately negotiate the payment of the debt.
We, the undersigned, call on the Officials elected to:
1. Reject and repeal P.R.O.M.E.S.A. Bill, the imposition of a Fiscal Control Board and the draconian austerity measures imposed to the People of Puerto Rico.
2. Order a comprehensive audit of the debt alledgedly obtained by the Commonwealth of Puerto Rico in order to reestructure the legal debt.
3. Mandate a moratorium on the payment of the debt and the implementation of real economic growth and development measures for Puerto Rico.
