Aloha!
We would like to plead for your attention to a very dangerous situation.
The attached video shows a section of approximately 5044 Lāwai Road. The posted speed limit that few regard is 15 mph. There is only one crosswalk and many people jaywalk to get to the water. Kauai Street Design Manual nonconforming to even Minor Connector, the pedestrian sidewalk is only on the mauka side of the road and is not curbed, but is at street level. Makai sections of the roadway have no support shoulder and drops away, due to frequent run off with the street drainage due to rainfall or tidal surge. A few of the original 15 mph signs have been missing for several years and the base cavities have been recently paved over.
Many who use this area for recreation, as well as visitors, kids focused on the surf, and sunset sippers would appreciate improved safety afforded by speed cushions or tables.
Speed reduction would reduce incidence of accidents and injuries that would in turn lead to our County’s reduction of liability compensations for the shortcomings listed above.
In the immediate, we plead that you initiate replacement of the missing speed limit signs as speed tables and cushions may take longer.
