On March 4, a 20-year-old female student entered an elevator to get to an apartment in Nhan Chinh ward, when a unknown man, his name is Hung, started to flirt her, asking for her phone number, but the female student refused. Just then, the girl was attacked by the guy to the elevator corner, hugging and kissing. After the incident, the female student went to report to the police.
Hung was fined $8.6 to compensate for the girl.
March 8, Mr. Do Manh Hung was sanctioned for the act of "Having gestures, harsh words, provoking, teasing, insulting the honor and dignity of others".
Stipulating point a, clause 1, Article 5, Decree 167/2013 / ND-CP (the penalty for this behavior is from 100 thousand to 300 thousand VND ~ $4.3 to $13 USD. Mr. Hung was prepared with a fine of 200,000 VND ~ $8.3 USD.
The penalty for Hung is controversial in the Vietnamese community. $ 8.6 is an inadequate penalty for sexual harassment. This fine is a mockery and insult to the dignity of Vietnamese women. This fine is not strong enough to deter others. For example, people may have $ 8.6 in their pockets, enter the elevator, and commit sexual harassment to other people, without worrying about criminal penalties.
We, the signatories, petitioned to the Supreme Court for a more satisfactory penalty for sexual harassment caused by Do Manh Hung. Specifically, a fine of $ 1000- $ 3000 for Mr.Hung to deter others, and to protect the rights of the abused.
