This petition has been initiated by the North Central Civic Association of Hollywood, Florida in response to serious concerns of the Association members and neighborhood residents to the agreement made between the City of Hollywood and the School Board, and the destruction of Lincoln Park contrary to what residents and Association members were told prior to the lease being signed.
Any resident of the City of Hollywood can sign the petition. We have a goal of collecting at least 800 signatures by Monday, November 17, 2008 which is two days before the City Commissioner’s meeting on Wednesday, November 19, 2008. We will continue to gather signatures beyond that date and until all our concerns are addressed. More information is available at www.hollywoodfloridausa.org.
YOU MUST BE A RESIDENT OF HOLLYWOOD FLORIDA AND AT LEAST 18 YEARS OLD TO SIGN THE PETITION.
We the undersigned residents of the City of Hollywood believe that the June 19, 2007 Lease Agreement between the City of Hollywood and the Broward County School Board does not contain adequate safeguards to protect Lincoln Park.
To that end, we demand that the City of Hollywood City Commission direct the City Attorney to negotiate an amendment or other mutually acceptable and enforceable covenant that accomplishes the following:
1. Existing trees and plantings such as the Blue Lantanias and the exiting mature shade trees will be preserved;
2. The park, to the extent reasonably possible, will remain open during phases of construction at times when construction is limited to the school site;
3. That the School Board provide a development and construction schedule including a definitive start and end date for the school and renovations to Lincoln Park;
4. The School Board will share all proposed designs with the neighbors at a charrette (a collaborative planning process) well prior to seeking development approval from the City;
5. The School Board will covenant and agree that it will not deny, nor take any steps to hinder resident access to the school’s recreation facility (after school hours) and the City’s park (at any time);
6. The School Board will not make its play areas inaccessible or inconvenient to utilize when the school is not in session;
7. The School’s hours of operations will not be so onerous to as to make use of the park impractical (e.g., the school will not be open on weekend or late into the evening and reasonable steps will be taken to ensure the public’s access to the park after-hours);
8. The School Board will covenant and agree not to site portables anywhere on its leased [park] property;
9. The water retention pond currently proposed to be located on the future park site will be re-designed and/or relocated so as not to interfere with the residents’ use of the park;
10. The park will maintain the same amount of parking spaces in at least a manner as comparable and convenient to what existed prior to the lease; and
11. Construction vehicles will be routed via Dixie Highway as opposed to traveling through the neighborhood.
