THE PROBLEM
● San Carlos, “the City of Good Living”, attracts many families looking for a town with high quality schools where they can raise their children. While the elementary and middle schools in San Carlos are fantastic, there is a significant shortage of early learning spaces in the city. Based on the latest Child Care Supply and Demand Analysis (2015) from the San Mateo County Human Services Agency, First 5 San Mateo County and the Child Care Partnership Council of San Mateo County, there is a deficit of 500+ spaces for preschoolers in San Carlos alone. ● Due to the high cost of living in the city, many families in San Carlos must be dual income in order to stay afloat, making the demand for childcare more acute than ever.
● The City of San Carlos has recently approved, amongst others, two major developments, Wheeler Plaza and Transit Village, which will add 316 residential units in the city. While these developments will be adding value to the city, they will also increase the demand for child care centers, therefore making the need for additional spots even more significant.

OUR GOAL
We, the undersigned, respectfully request the City of San Carlos, the San Carlos School District, and the San Mateo County the following to accommodate the growing number of dual income families that need child care for their children:
• Revision of the City’s land use policy and current requirements to open and operate child care centers in San Carlos.
• Revision of San Carlos School District’s current use of land and existing surplus areas to check feasibility of increasing existing preschool program and/or accommodate private providers.
• Create an ordinance to assess an impact fee to developers when considering future development projects. This impact fee would fund community needs projects, for example additional child care centers.
• Create a partnership between the City of San Carlos, the San Carlos School District, the County of San Mateo, the San Mateo County Office of Education, the parent community and other relevant entities to address this issue as a community.
