On 18 March the Immigration Minister Phil Woolas announced parallel changes to the Immigration Rules (for settlement applicants). As of the 7th of April any training / education organisations that were teaching ESOL with Citizenship has to be registered with one of the Home Office regulated bodies.

The reason behind this measure is the Home Office are aware that there are a lot of centres who cheat the system and do not actually ensure students meet the home office criteria for ESOL Skills for Life.
Due to this the Home Office have taken a drastic action and changed the law. Now a training centre who is registered with one of their recommended accredited boards can only deliver this course. The four mentioned are very expensive and time consuming. For small businesses it's impossible to pay £4000 plus wait 3-6 months to be approved.
English Speaking Board International should be allowed to be part of the recognised board. As all their centres have their students externally assessed to ensure they meet the requirement by the Home Office for ESOL 'Skills for Life'.
We, the undersigned, call on the Government to allow grace for at least 6 months for small organisations to continue using exam boards like English Speaking Board Internationally who assess students in ESOL Skills for Life.
