Scott Richards was arrested in July under new laws in the United Arab Emirate preventing people promoting overseas charities.
His family said he had been unfairly detained for sharing a Facebook post and had not had access to his lawyer. They are calling on the government of the United Arab Emirates to either charge and bail, or release, their son. The father-of-two is based in Dubai where he works as an economic development consultant. Mr Richards was a volunteer with US-based Zwan Family Charity, which distributed tarpaulins to people struggling in the cold in refugee camps of Afghanistan. He shared a Facebook post that asked for people to support the charity. Under a new decree made in the UAE in 2015 anyone wishing to fund-raise in the country needs to get prior approval from the Islamic Affairs and Charitable Activities Department.

آقای ریچارد برای خرید اقلامی مثل لباس‌گرم , جوراب و کیسه خواب برای کودکان اردوگاه چهار راهی قنبر در کابل به ۳۵ هزار دلار نیاز داشت .او روز ۲۸ جولای/ژوییه در خانه‌اش بازداشت شد .این شهروند بریتانیایی-استرالیایی۲۲ روز است که در بازداشت بسر می برد و به فعالیت خیریه بدون مجوز متهم شده است .وزارت خارجه بریتانیا که در جریان بازداشت آقای ریچارد قرار گرفته اعلام کرده که در صورت ضرورت به او کمک خواهد کرد .او می‌تواند هفته ای یک‌بار با همسرش ملاقات کند .آقای ریچارد با همسر و دو پسرش در دوبی به عنوان مشاور توسعه اقتصادی کار می‌کند.
امارات متحده، در یک سال گذشته برای فعالیت‌های سازمان های خیریه‌ای که در این کشور به ثبت نرسیده باشند، قوانین سختی وضع کرده است .مجازات فعالیت بدون مجوز از دو ماه تا یک سال زندان و از بیست تا بیست و هفت هزار دلار جریمه نقدی است .چهار سال قبل، سرمای شدید جان بیشتر از ۱۰۰ کودک را در این اردوگاه گرفت.
