We have the right to go outside and be safe! however, irresponsible dog owners have meant that some have lost this right and have been injured or even killed as a result.
the dangerous dog act has clear failed to prevent dog attack as hospital treatment for dog related injuries have risen by 25% since its introduction. most likely because it puts all of the blame on the dog rather than owner.
so instead of banning breed, i want to ban bad owners and regulate behaviours. I want owners to have to pass dog suitability testing before they can a license to have a dog. Also I want all dogs to have to pass a behavioural test before they can be let off lead in public. any dog that fails the test will have to be get on lead in public and if the dog is proven to be aggressive to be muzzeled as well.
The dangerous dog act has failed to prevent dog attacks. It focuses far too much on breeds, instead of owners and behaviour.
We the undersigned, want to change the law to ban bad owners and regulate bad behaviors instead for breeds!
To do this we request that all owners have to pass a dog suitability test to get a license to own a dog. We also request that all dogs regardless of breed have to pass a behavioral assessment before it can be let off lead in public. these should be available at all dog training classes and by all dog behaviorists. if it is found that not only is the dog unsuitable to be off lead in public, but it is also aggressive then a muzzeling order should be placed on the dog to prevent an attack.
Evidence of the dog's suitability to be let off lead should be on the owner every time the dog is to be off lead in public. if a dog is found to be off lead and it hasn't passed the assessment, then the owner should be fined.
If a person is found to be the owner of a dog, without passing the dog suitability test, the owner should also be fined and arrangements made to take the test or to rehome the dog.
We also want all breed bans to be lifted and never made again.
