Dear Sir,
JOINT PETITION BY 501 GROUPS, ASSOCIATIONS, CLUBS AND NGOs, WITH ABOUT 1 MILLION MEMBERS WHO ARE RESIDENT IN RIVERS STATE AND ARE VOTERS IN THE FORTHCOMING RE-RUN ELECTIONS, CALLING FOR AND DEMANDING THE IMMEDIATE REDEPLOYMENT OF RIVERS STATE INEC STAFF WHO PARTICIPATED IN, SUPERVISED AND MANAGED THE 2015 GENERAL ELECTIONS IN RIVERS STATE.
PETITION PREAMBLE
WE, CONCERNED RESIDENTS AND VOTERS OF RIVERS STATE, WRITE ON BEHALF OF 501 GROUPS, ASSOCIATIONS and CLUBS:
It is with grave concern that we draw your attention to the fact that out of the 78 court-ordered re-runs across 26 states in the country 38 or 47% of them will be conducted in Rivers State.
While there have been stringent calls for the prosecution of electoral offenders that were purveyors of violence and rigging nothing has been said or seen to be done to the officials who presided over the tainted elections and who by their actions, inaction and signatures gave official seal to many of the electoral malpractices that gave rise to the present situation in Rivers State.
WHEREAS: INEC conducted the 2015 elections in Rivers State using its permanent staff and ad’ hoc staff.
WHEREAS: INEC has direct supervisory control over its permanent staff and can sanction them administratively and otherwise at all times.
WHEREAS: The elections in Rivers State were supervised and managed by INEC staff in Rivers State.
WHEREAS: The elections were inherently and incurably defective and cancelled by 5 different Court of Appeal panels and 5 different election tribunals.
WHERE AS: INEC is to conduct elections again in Rivers State.
WHEREAS: The same actors cannot be allowed to act again.
AND WHEREAS: INEC has other capable staff spread across the different states in the country;
THEREFORE: We, the undersigned, demand that INEC IMMEDIATELY and UNCONDITIONALLY redeploy all the staff in the Rivers State INEC who conducted the cancelled 2015 elections and replace them with staff from other states where the elections were transparent.
This should be the irreducible minimum for any new elections in the state to be acceptable and should be the first line of action against these officials of the commission pending the application of stiffer service sanctions.
