Texas House Bill 5 has passed both the state houses of government and signed into law by the Govenor posing a $1.00 tax on each pack of cigarettes.
This law is arbritary in that it is not a "sin tax" encompassing all vices but rather focuses on one sector of the state's citizens, cigarette smokers. The law imposed closely parallels taxation without representation. It is also discriminatory in that it targets one group of citizens; cigarette smokers.
We, the citizens of Texas, propose that House Bill 5 adding a tax of one dollar per pack of cigarrettes, be recalled and presented for a vote to the citizens of Texas.
