For 100 years, Turquoise Avenue on Balboa Island, CA has been the home beach for the Balboa Island Yacht Club (BIYC) program. The BIYC is a summer sailing and swimming program run by, and for, youth and children ages 4-18. Over the years, the program has grown to 200+ participants in 2022, a fleet of 20+ boats and runs 8-10 weeks from June to August. Every summer, Turquoise Avenue and surrounding streets bear the brunt of this activity including increased traffic, lack of street parking, limited beach access due to sandbags, boat racks and crowds, trash, and lost items. Seasonal and volunteer led, the BIYC has been operating un-permitted on the public beach until 2022 and has no formal organizational structure or governmental transparency that allows the public to gain information regarding their operations, or a responsible adult party who can respond to residents questions or concerns. Neighbors are joining together to ask the City to intervene and make some rational adjustments to the BIYC programs to mitigate the undue burden the program has made on our quality of life during the peak summer tourist season.
We, the undersigned Balboa Island residents ask that the City of Newport Beach modify the BIYC operations to include relocation of some or all activities to other streets on the island, cap enrollment at 50 participants, cap the number of boat racks, and limit the length of time from 4-6 weeks total. In addition, that the City undertake a “best practices” review of the BIYC’s use of the public beach at the end of Turquoise prior to the issuance of any further permits to operate on said public beach by BIYC and that the City require as a condition of any future issuance of permits to operate that no later than December 1, 2022, the BIYC establishes a board of governors, comprised of adults, who will negotiate with the City and petitioners on behalf of the BIYC and shall be responsible for the actions and operations of the BIYC in the future.
