One female cat and her offspring can produce 420,000 cats in 7 years. One female dog and her offspring can produce 67,000 puppies in 6 years. More than 12 million cats and dogs are euthanized in shelters each year. Over half of cats and dogs that enter the shelter are killed. That’s absolutely horrifying to think about. Yet, it’s reality.

Not only do animals suffer, people suffer when many tears are shed from those who care, and the people pay taxes to keep these shelters running. The people pay for the irresponsibility of those who simply do not care.

These animals do not ask to be born. Yet they are tossed out of cars, put in boxes on the side of the road, and if they are "lucky", they are picked up by animal control and taken to a shelter. These animals are taken to an unfamiliar place where they are put in a cage or pen, scared and alone.

They have no idea what is going on, who the “strange” people are, and why they are there. Ultimately, their fate ends up being a death sentence…a sentence they are given not because they did anything wrong, but simply because they were born. Is it fair to these poor cats and dogs to suffer because of human irresponsibility?

There are so many wonderful programs that do their best to save animals but they can only do so much. I think (and I assure you that many others worldwide feel the same) it’s time we start holding pet owners responsible for their actions.

I don't believe we should allow the government to have full control. However, we must be the voice for these animals who cannot talk for themselves. We must hold people responsible for their irresponsibilities.

We, the undersigned, call on the government to pass a mandatory spay/neuter bill for all states. Those who wish to own an intact pet must purchase a license. Those who do not purchase a license and defy the law will be fined.

We also ask the government to work towards a no kill nation among all animal shelters and humane societies. With spay/neuter laws, we can decrease the overwhelming number of homeless and abandoned animals. Shelters will not be overfilled and more animals can be saved.
