أرضية من أجل التغيير في الجزائر

في مطلع عام 2019، عبّر الشعب الجزائري عن امتعاضه بمظاهرات حاشدة وسلمية ومتحضرة ليقول “لا” لنظام مارق. وأعلن بقوّة ووضوح، في جو أخوي وبتناغم مع الأجهزة الأمنية: “الجزائر جمهورية، ليست مملكة!”، “لا لعصابة المافيا!”، “كليتو لبلاد يا السراقين”، “الجزائر حرة، ديمقراطية!”، “الشعب يريد تغيير النظام!”، “لا للعهدة الخامسة!”، “جيش، شعب، خاوة خاوة”.ووفاءً لبيان نوفمبر 1954 وتضحيات الشهداء، أعرب الشعب الجزائري عن عزمه على العيش في كنف جزائر يُضمن فيها الآتي:

• سيادة الدولة وحقّ جميع مواطنيها في العيش فيها بحرّية وكرامة؛
  
• الاقتراع العام باعتباره الوسيلة الوحيدة لاختيار الممثّلين والبرامج السياسية؛
  
• الحريات الفردية والجماعية وحقوق الإنسان الأساسية؛
  
• الحق غير القابل للمصادرة في العمل السياسي والنقابي والجمعوي؛
  
• العدالة الاجتماعية والتوزيع العادل والمنصف للثروة؛
  
• التحكّم الديمقراطي الفعّال في القوات المسلّحة وأجهزة الأمن من قِبل ممثلي الشعب.
  

ولا يمكن اختزال الأزمة السياسية المتفاقمة في بلدنا في رفض الولاية الخامسة لرجل مريض. إنّ إعلان بوتفليقة، في 11 مارس 2019، إلغاء الانتخابات الرئاسية لأفريل 2019، عقب الاحتجاج الشعبي، بالإضافة إلى تصريحه “لـم أنو قط الإقدام على طلب” عهدة خامسة، رغم أنّ العالم بأسره شهد أنّ ملف ترشّحه أودع في 3 مارس 2019، كلّ ذلك لا يترك مجالًا للشك في سياسة الكذب والغش التي ينتهجها.إنّ بوتفليقة داس على الدستور الحالي، الذي فرضه من قبل، بالإعلان عن رغبته في تمديد ولايته الرابعة، الأمر الذي يمثّل قطيعة لا رجعة فيها بين نظامه والشعب.لن يقبل الشعب الجزائري أيّ مراوغة من دواليب السلطة الحالية تهدف إلى إبقاء النظام الحالي، سواءً من حاشية “الأخ” أو “الصديق” أو الدوائر الخفية الأخرى.إننا اليوم في حاجة ملحّة إلى تغيير جذري في النظام القائم، بناءً على أسس جديدة، ومن طرف أشخاص جدد ولا يكون للنظام الحالي أيّ تحكّم فيه.وبناءً عليه، يُطالب المواطنون والمواطنات الذين تجنّدوا بكثافة في الأسابيع الأخيرة بالآتي:

• انسحاب رئيس الدولة مع نهاية عهدته يوم 27/04/2019؛
  
• إقالة الحكومة وحلّ المجلس الشعبي الوطني ومجلس الأمّة؛
  
• الدخول في مرحلة انتقالية تمكّن الشعب من تحقيق مشروعه الوطني؛
  
• تشكيل “رئاسة جماعية” مكوّنة من شخصيات وطنية نزيهة تتعهّد بعدم البقاء في السلطة في نهاية الفترة الانتقالية؛
  
• تشكيل “حكومة إنقاذ وطني” تعيّنها “الرئاسة الجماعية”، تُكلّف بتصريف أعمال الدولة؛
  
• إطلاق نقاش وطني جامع يحدّد الجوانب العملية لتعديل الدستور وتنظيم انتخابات ما بعد المرحلة الانتقالية؛
  
• التزام الجيش الوطني الشعبي والأجهزة الأمنية بضمان مهامّهم الدستورية دون التدخّل في خيارات الشعب السياسية.
  

وقد قرّرت منظمات المجتمع المدني، لا سيما الطلاب والنقابات والصحفيون والعمال والمحامون والقضاة، وكذا الأحزاب والشخصيات التي تنضمّ إلى هذه المبادرة، تشكيل “تنسيقية وطنية من أجل التغيير”، ستكون فضاءً للتبادل والتشاور والتنسيق لتنفيذ هذه الأرضية. وتحتفظ الكيانات المنضوية في هذه التنسيقية باستقلاليتها وحريتها في العمل على أن تلتزم بالوقوف إلى جانب الشعب ودعم مطالبه المشروعة، كما أنها تتعهد بالاجتماع في أقرب وقت ممكن لاتخاذ قرارات بشأن الإجراءات الملموسة

إنّ الموقعين على هذه الأرضية لا يدّعون الأسبقية ولا يطمحون إلى أيّ دور مميّز في التنسيقية الوطنية من أجل التغيير. فالتنسيقية مفتوحة دون أيّ إقصاء لكلّ من يلتزم بهذه الأرضية، وفي إطار التنسيقية سيتمّ تناول القضايا المتعلّقة بالتمثيل وبعملها الملموس، وذلك بطريقة ديمقراطية وشفافة.

Platform for change in Algeria

Since the beginning of 2019, the Algerian people have cried out their discontent in a massive, peaceful and civilised way, in order to give the rogue regime notice that enough is enough. In a brotherly and civilised atmosphere, and in harmony with the security services, the people have proclaimed loud and clear that “Algeria is a republic, not a monarchy!”, “No to the mafia in power!”, “You have bankrupted the country, you thieves!”, “Free and democratic Algeria!”, “The people want to change the regime!”, “No to the 5th term!”, and “The army and the people are brothers!”.True to the oath of November 1954 and to the sacrifices of the martyrs, the people have expressed their determination to live in an Algeria where the following values will be guaranteed:

• The sovereignty of the country and the right of all its citizens to have a free and dignified life therein;
  
• Universal suffrage as the sole means for choosing political leaders and programs;
  
• Individual and collective freedoms and the fundamental rights of the human person;
  
• The inalienable right to political, trade union and associative actions;
  
• Social justice and the fair and equitable redistribution of wealth;
  
• Effective democratic control of the armed forces and security services by the representatives of the people.
  

The major political crisis in our country cannot be reduced to the rejection of the fifth term of a sick man. His announcement, on 11 March 2019 following popular protests, that the April 2019 presidential elections were cancelled, on the one hand; and his assertion that “there was never any suggestion” for him to seek a fifth term on the other, despite the fact that the whole world saw his candidacy application on 3 March 2019, leave no doubt about his policy of lying and deceit.Bouteflika imposed the current constitution. By announcing that he wishes to extend his fourth term, he has just trampled on it. This amounts to an irreversible breakup between his regime and the people.The Algerian people will not accept any move by various circles seeking to maintain the current system, be they the entourage of the “brother”, the “friend” or other secret networks.It is today urgent and necessary to make a radical change to the system in place, based on new foundations, new leaders and, above all, in a way that is not controlled by the current regime.On this basis, the citizens who have demonstrated en masse, demand:

• The termination of the Head of State’s term at the end of his current mandate, on April 27, 2019;
  
• The resignation of the government and the dissolution of the parliament and the senate;
  
• The start of a transition period, which will allow the people to achieve their national project;
  
• The setting up of a “collegial presidency” made up of trusted national personalities who pledge not to remain in power at the end of the transition period;
  
• The establishment of a “Government of National Salvation”, appointed by the collegial presidency, which will be responsible for managing the day-to-day affairs of the State;
  
• An inclusive national consultation that will define the practical modalities for revising the constitution as well as organising elections at the end of the transition period;
  
• The commitment of the National People’s Army and the security services to carry out their constitutional duties without interfering in the political choices of the People.
  

Civil society organizations, especially students, trade unions, journalists, workers, lawyers and judges, as well as political parties and individuals who support this initiative have decided to create a “National Coordination for Change “(CNC in French) which will be a space for exchange, consultation and coordination to implement this platform. The entities affiliated to the CNC shall maintain their autonomy and freedom of action while remaining committed to standing with the people and supporting their legitimate demands. They also undertake to meet as soon as possible to decide on concrete actions.

The signatories of this platform claim neither paternity nor a privileged role in the National Coordination for Change. The Coordination is inclusive and open to those who adhere to this platform and it is within it that will be addressed, in a democratic and transparent way, the issues of representation of the Coordination as well as its concrete actions.

En ce début 2019, le Peuple algérien a crié son ras-le-bol d’une manière massive, pacifique et civilisée pour dire non à un régime dévoyé. Dans une ambiance fraternelle, civilisée et en harmonie avec les services de sécurité, il a clamé haut et fort « Algérie république pas monarchie ! », « Non à un pouvoir mafieux ! », « Vous avez consumé le pays, espèce de voleurs ! », « Algérie libre et démocratique !», « Le Peuple veut changer de régime ! », « Non au 5ème mandat ! », « L’armée et le peuple sont des frères ! ».Fidèle au serment de novembre 1954 et aux sacrifices des chouhadas, il a exprimé sa détermination pour vivre dans une Algérie où seront garantis :

• La souveraineté du pays et le droit de tous ses citoyens d’y vivre libres et dignes;
  
• Le suffrage universel comme seul moyen de choix des dirigeants et des programmes politiques;
  
• Les libertés individuelles et collectives et des droits fondamentaux de la personne humaine;
  
• Le droit inaliénable à l’action politique, syndicale et associative ;
  
• La justice sociale et la redistribution juste et équitable des richesses ;
  
• Le contrôle démocratique effectif des forces armées et des services de sécurité par les représentants du peuple.
  

La crise politique majeure que vit notre pays ne peut être réduite au refus du cinquième mandat d’un homme malade. Son annonce, le 11 mars 2019, d’annuler les présidentielles d’avril 2019, suite à la protestation populaire, ainsi que son affirmation qu’« il n’a jamais été question » pour lui de briguer un cinquième mandat, alors que le monde entier est témoin que son dossier de candidature a été déposé le 3 mars 2019, ne laisse aucun doute sur sa politique de mensonge et de fourberie.Bouteflika vient de piétiner la constitution actuelle, qu’il avait imposée, en annonçant vouloir prolonger son quatrième mandat, ce qui constitue une rupture irréversible entre son régime et le Peuple.Le Peuple algérien n’acceptera aucune démarche de cercles visant à faire durer le système actuel, que ce soit de l’entourage du « frère », de « l’ami » ou d’autres cercles occultes.Il y a aujourd’hui urgence et nécessité d’opérer un changement radical du système en place, sur des bases nouvelles, avec des personnes nouvelles et de toute façon non piloté par le régime actuel.Sur cette base, les citoyens et citoyennes qui se sont mobilisés en masse ces dernières semaines exigent :

• Le retrait du Chef de l’Etat à l’issue de son mandat actuel le 27 avril 2019 ;
  
• La démission du gouvernement et la dissolution du parlement et du sénat ;
  
• L’entrée dans une phase de transition qui permettra au Peuple de concrétiser son projet national;
  
• La mise en place d’une « Présidence collégiale » composée de personnalités nationales dignes de confiance et s’engageant à ne pas rester au pouvoir à la fin de la transition;
  
• La mise en place d’un « Gouvernement de salut national » nommé par la présidence collégiale, chargé de gérer les affaires courantes de l’Etat ;
  
• Un débat national inclusif qui définira les modalités pratiques d’une révision constitutionnelle ainsi que l’organisation d’élections à l’issue de la phase de transition;
  
• L’engagement de l’Armée Nationale Populaire et des services de sécurité à assurer leurs missions constitutionnelles sans interférer dans les choix politiques du Peuple.
  

Les organisations de la société civile, en particulier les étudiants, les syndicats, les journalistes, les travailleurs, les avocats et les juges, ainsi que les partis et les personnalités qui adhèrent à cette démarche, ont décidé de créer une « Coordination Nationale pour le Changement » (CNC) qui sera un espace d’échange, de concertation et de coordination pour mettre en œuvre la présente plateforme. Les entités affiliées à la CNC gardent leur autonomie et liberté d’action tout en s’engagent à être aux côtés du Peuple et à soutenir ses revendications légitimes. Elles s’engagent aussi à se réunir dans les plus brefs délais pour décider d’actions concrètes.
