The Millbrae City Council established a protocol in 1998 (Resolution #98-109) for the annual rotation policy for Mayor and Vice-Mayor. According to this protocol, Councilmember Ann Schneider was scheduled to become the Vice-Mayor for the 2018 term, as she received the second highest number of votes in the November 2015 election. According to the results as posted on shapethefuture.com, the tally was as follows:
Gina Papan - 2605 votes; Ann Schneider - 2600 votes; Wayne Lee - 2146 votes, Robert Gottschalk - 1764 votes
At the City Council Meeting on November 28, 2017, the City Council voted not to follow established protocol and instead, chose to leave the seat of Vice-Mayor VACANT rather than seating Councilmember Schneider. The reasons given for not following protocol were not compelling, and also are not in line with the will of the citizens of Millbrae, as expressed in the 2015 election, where Councilmember Schneider came in 2nd by a matter of only 5 votes.
We, the undersigned residents of Millbrae, respectfully request that the Millbrae City Council follow established protocol and install Ann Schneider as Vice Mayor for the 2018 term and as Mayor for the 2019 term. We ask that council members work together for the good of the city and show respect for the will of the voting citizens of Millbrae.
