Pakistan is one of the fastest-growing digital economies in the world, with a booming freelance industry, expanding e-commerce sector, and increasing global trade participation. According to reports, Pakistan ranks among the top four freelancing nations globally, contributing billions to the economy through platforms like Upwork, Fiverr, and Freelancer. However, the lack of PayPal as a payment gateway significantly limits financial transactions, making it difficult for professionals and businesses to receive payments securely and efficiently.
Currently, Pakistani freelancers and entrepreneurs struggle with alternative, often costly payment methods such as direct bank transfers, third-party services, or cryptocurrency-based solutions. These alternatives lack the ease, reliability, and global recognition of PayPal, creating financial barriers and reducing the competitiveness of Pakistani professionals in the international market.
Despite multiple attempts by the Ministry of IT & Telecom and the State Bank of Pakistan to facilitate PayPal’s entry, no concrete progress has been made. Countries with smaller digital markets, such as Bangladesh and Nigeria, have successfully integrated PayPal, providing a secure and efficient financial ecosystem for their digital workforce.
By bringing PayPal to Pakistan, the country can:
✅ Enhance the ease of doing business for freelancers and startups
✅ Strengthen Pakistan’s e-commerce industry by providing a globally trusted payment gateway
✅ Attract foreign investments and boost Pakistan’s position in the global digital economy
✅ Prevent financial losses due to unofficial and costly payment methods
This petition aims to highlight the urgent need for PayPal in Pakistan and calls upon relevant authorities, including the State Bank of Pakistan (SBP), Ministry of IT & Telecom, and Pakistan Software Export Board (PSEB), to take immediate action.
The digital workforce of Pakistan deserves equal access to global financial services, just like professionals in other countries. We urge the authorities to actively engage with PayPal and remove regulatory barriers to facilitate its entry into Pakistan.
This petition has gained significant public support, and we request the government to address this issue to empower Pakistan’s digital future.
We, the undersigned, call on the State Bank of Pakistan (SBP), Ministry of IT & Telecom, and Pakistan Software Export Board (PSEB) to take immediate action to bring PayPal to Pakistan.
Pakistan’s freelancers, e-commerce entrepreneurs, and digital businesses face significant challenges in receiving international payments due to the absence of PayPal. As one of the world’s largest freelance markets, Pakistan needs access to a globally recognized, secure, and efficient payment system to thrive in the digital economy.
We urge the Government of Pakistan to engage with PayPal and remove any regulatory barriers preventing its entry. Enabling PayPal in Pakistan will empower millions of professionals, boost e-commerce, and strengthen Pakistan’s digital economy.
We demand swift action to ensure equal financial opportunities for Pakistan’s growing digital workforce.
