Petition for Burger Boat Food License in Chatham County

Steve Martin, of Savannah, GA, purchased a 28-foot pontoon boat and outfitted it as a floating kitchen with the intent of starting a local business offering freshly prepared food to boaters on Chatham County waterways.
The boat meets all Coast Guard safety requirements, as well as DNR requirements with regard to waste disposal, and Martin has submitted all the proper paperwork and fees to the county to obtain a business license and food service license.
However, Chatham County Health Department has refused to issue a food service license because the boat is not associated with a free-standing kitchen (which is required for food trucks in Chatham County). Unlike food trucks, which merely transport prepared food, The Burger Boat is a fully functional kitchen and should not be grouped in the same category. All food safety requirements have been met (Martin is a professionally trained chef), but the County refuses to inspect the boat to see the differences.
Beaufort County, SC, has inspected the vessel and issued Martin a food service license, even though he isn't a resident of that county.
We are starting this petition to present to Chatham County Health Department, to demonstrate that the community stands behind Martin and The Burger Boat and we would like our public officials to give fair and due consideration to issuing a food service license.
