In most of Florida, waste management contractors are appointed by county and municipality officials for the removal of all deceased animals from roads, sidewalks and other transportation infrastructure, these remains are then transported to landfills.
Numerous deceased cats and dogs are transported daily to landfills throughout Florida many are treasured family pets the owners have been frantically searching for.
Absolutely no records are kept concerning these animals. No collars or tags are inspected for identification and none of these animals are scanned for microchips.
Our beloved pets deserve better!
We as taxpayers and responsible pet owners deserve to know if our beloved pet met an unfortunate end as we frantically continue to searching for them day after day, week after week, months, sometimes years later with no closure, always in heartbreaking wonder.
Lexi's story is only one story where the owner had been fortunate enough to of gained knowledge from a witnessing neighbor concerning Lexi's unfortunate fate. Sadly, this information surfaced after 5 horrible days of hysteria while trying to find their baby, then to learn that Lexi was thrown away as trash in a landfill, is completely devastating and could have been prevented if the proper authorities who are responsible for animal care and services in our communities handled the affairs of deceased cats and dogs as they do stray domesticated animals.
Animal Control officers are much more adapted for this service, they are more knowledgeable in correctly labeling breeds and collecting pertinent information.
Animal Control agencies are also the first point of contact from citizens who are desperately searching for their lost pet.
Florida State Statutes 828.27(c) “Control” means the regulation of the possession, ownership, care, and custody of animals.
A Law appointing one main agency regulating ALL aspects of animal care and services is a necessity.

We, the undersigned call on the State of Florida to produce a law mandating the following objectives:
Animal Control agencies managed by a county or municipality should be made responsible for removing deceased domestic cats and dogs from roads, sidewalks and other transportation infrastructure within the State of Florida.
The Animal Control officer should transport the remains to their impound facility or animal shelter currently contracted for the impound of stray animals.
Remains, if possible should be scanned for a microchip. If a microchip or identification tag is present the owner should be contacted and informed immediately.
A record of each animal should be compiled and maintained by the Animal Control agency. The information compiled should include species, location, date and time the remains were removed. If distinguishable, a picture, the breed, sex, hair color, collar color if present and any other identifying characteristics should be recorded. The record of each animal should remain available as public record.
The remains of whole bodied animals containing any form of identification such as collar, tags or microchip should be held under refrigeration for a minimum of 24 hours after the owner has been contacted, providing ample time for the owner to claim their pet's remains for proper burial or cremation. Animal remains unclaimed after the 24 hour hold should be sent for mass cremation.
Animal remains without identification or in extreme deterioration should be disposed of with respect in mass cremation.
Fees may be issued to owners whose pet is identified to reduce government expense in providing this service.
The need for one main agency regulating ALL aspects of animal care and services is not only a necessity this is becoming a demand from the citizens of Florida.
