The City of Ralls has proposed that Mayor Heath Verett, and Aldermen Don Hamilton, Brenda Evatt, Ricky Arthur, Gale Johnson, James Montgomery, and Jesus Gonzales change the existing City ordinance to limit the number of dogs, cats, (or a combination of both) from 10 to only 3, with no grandfathering of 4 or more pets in the clause.
This unenforceable change was made with the " suggestion" that house to house searches by local police to verify the number of the animals a resident owns be conducted, as was a "suggestion" that anyone could complain that anyone was in violation. A clear violation of YOUR civil rights. A fine of $500 per DAY(a misdemeaner) levied against violators. The word kennel, as used by the present ordinance , means a breeding facility. The proposed ordinace would remove the word breeding, facilitating the closing of Gus' s Friends for Animal who Welfare. (This is a fully documented, 501 c3, no kill, animal rescue whom do not breed or board dogs and/or cats)
The complaint against the organization stems from ONE man who claims he cannot sell his house next to the rescue because of barking and odor (documents obtained from residents within 200 feet of the rescue refuting his claims are available at 1420 Tilford, Ralls, Texas). The dwelling is located in the City of Ralls, Crosby County, which is one of the two most impoverished counties in Texas. He is seeking the price of $90,000, well above the mean value of homes within the town and certainly on the street where it is located.
We, the undersigned, demand the City of Ralls and members of the Ralls City Council, allow the existing ordinance to remain as presently written, the universal accepted meaning of the word "kennel," in this istance, (a breeding facility) remain unchanged, and that Gus' s Friends for Animal Welfare remain in operation, unharassed, by the City of Ralls, it's employees, or agents, or Forest Griffin, at it's present location until such a time as land and a building can be obtained outside city limits.
(GFAW has the following accomplishments to its credit:
1. 65 dogs and 1 cat have been adopted out of the area to loving homes as far away as Tyler Texas (see pic), Colorado Springs Colorado, and Arlington Texas, through the association with Petsmart Charities, and Tractor Supply Lubbock adoption events, as well as national adoption sites. Approximately 120 to 130 strays have be been removed from the streets of Ralls because of the organization's efforts.
2. Over 300 microchips have been inserted making it possible for pets to return home sooner, and safely. A nominal fee of $15 is charged for the pre-registered chips.
3. Six vaccination, microchip, flea/tick dip clinics have been held in the City's of Lorenzo, Ralls, and Floydada, Texas, with more towns in the area to be included next spring. Prices for these services have been greatly reduced from those obtainable from Veterinary offices. Over 300 vaccinations have been given to dogs and cats at these events.
ALL animals who are entered into Gus' s system are spay or neutered, had Veterinary wellness checks and shots, microchipped, and treated for any illnesses they "may" have by a licensed Veterinarian, Dr. Kerry Wink of The Garza County Animal Hospital, in Post, Texas. Microchips may also be inserted by Judy Sumpter who was personally trained by Dr. Wink last June.
Gus's is the only rescue in the county that requires spay/neuter of ALL animals before they are released from their care. It is obvious Gus' s Friends provides a much need service to the town, the County, and the surrounding area.)
