Furthermore, this problem can connect to the preamble principles in the constitution, the constitution's preamble principles consist of “establish justice, ensure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty” (the preamble), the preamble that most relates to pollution (specifically pollution causing diseases), because promoting the general welfare means “ Providing for the welfare of the general public...The concern of the government for the health, peace, morality, and safety of its citizens” (legal definition).
