Tractor Supply proposes a change in the Comprehensive Zoning Plan & Designation to change Land Use Designation from Rural Business to Rural Services & from Agricultural to Rural Services. Currently Rural Business use would include non-residential buildings such as a small school, church, childcare or private recreation facility--but would NOT allow an Agricultural Store. They also seek a Conditional Use Permit to operate Tractor Supply as an Agricultural Store by Conditional Use Permit. Currently the land is home to numerous species of trees & wildlife, which Tractor Supply plans to pave over with a 63 space parking lot & commercial building.
As homeowners in the immediate & adjacent residential area WE OPPOSE these Zoning changes with significant justification as follows:
1-The proposed change to Rural Services is NOT a better use than Rural Business. Rural Business would allow for businesses such as child care, church or private recreation that are beneficial to the adjacent residences & community as a whole without being obtrusive to the surrounding area.
2-The proposed use WILL impact adjacent residential areas in a negative manner due to the extremely close proximity to family homes & increased traffic & safety concerns on an already burdened Hilltop Road. A narrow, 2 lane road that curves & faces a residential neighborhood is NOT a safe place to put a national retail store. Further, a large Tractor Supply is NOT compatible nor will enhance the numerous adjacent Residences that are less than 50 feet from the subject Property. Instead, as shown in their plans, it will destroy a lovely rural pasture with dozens of mature trees & wildlife.
3- All uses of the adjacent property are RESIDENTIAL & are NOT similar in nature in terms of appearance, hours of operation, and other general aspects of compatibility to a Tractor Supply. The proposed Tractor supply is a commercial retail building with 63 parking spots & will operate 7 days a week until 9pm on most days.
4- The proposed use does NOT present a significant benefit to the Town or the community as a whole. Adding a Tractor Supply does not aid a physical or social need of the community as there is already a Feed Store in Argyle less than 1/4 of a mile away that offers identical goods & services.
We, the undersigned, respectfully ask the Bartonville Town Council to vote to DISAPPROVE the Petitions to change the Land Use Designation (from Rural Business to Rural Services) & change in Zoning Designation (from Agricultural to Rural Services) of 5.41 acres located at 2201 E FM 407 on the northwest corner of Hilltop Road and FM 407 for the purpose of building a 19,097 sq. ft. Tractor Supply Store.
