Light pollution is serious, one which actually does kill. Light pollution raises the risk of cancer, raises car accidents, raises muggings, raises the death of animals and is becoming a serious migratory problem, makes the sky appear brighter (bad), and raises the cost of electricity.
Light pollution is caused due to over excessive or poorly designed architecture when making use of artificial light. To help stop this, we wish to change street lights to full cut off lights, which direct all of their artificial light towards the ground and will allow driving and the risk of being mugged safer, animal deaths to lower significantly, the electrical cost to lower, darken the sky, and lowers the risk of cancer.

To have all, or as many as possible, street lights to be changed to full cut off lights.
