Hue Vang and 10 others were arrested for suspected intent to violate the Neutrality Act to over throw the Lao government. Not only has the evidence provided so far been sparse, but the involvement of Hue Vang himself is sketchy to say the least. He not only has an upstanding record as a former Clovis police officer, but he is also a well renowned

human rights advocate. We believe his bail is of no consequence to the surrounding circumstances, and due to his former involvement as a police officer, he was placed in solitary. This is for his own safety, however, having 7 children to feed with one more on the way (due in December), his family needs him at home now. The following is a brief biography of his life and accomplishments.

Hue Vang: Life and Experiences

Hue Vang has been nothing less than an exceptional model citizen who upholds the tradition of a citizen by its purest form. He not only abides by his social contract with the United States, but he also has helped countless others through his work as a police officer, human rights advocate, philanthropist, and good works volunteer and coordinator. Although he may have been born under harsh conditions he has thrived and become a priceless and integral member of his community.

Hue first came to the United States as a refugee during the Vietnam War at the age of 12. He excelled in academic and began to emerge as an ideal citizen early on in his life. Hue Vang attended elementary school in Fort Wayne Indiana with an outstanding academic record.

As more and more Hmong moved away from Fort Wayne, Hue and his family decided to move to Fresno, California in the early 1980’s. There he attended elementary school, junior high and then high school in the Fresno and Clovis area. During his academic career he received many awards for academic excellence and achievement.

After high school he attended Fresno City College for two years and graduated with an Associated Degree with liberal arts. As is customary in the Hmong culture, Hue, being the eldest son, then assumed the responsibility and decision making for the family because of his father and mother’s language barriers.

Hue Vang is a caring peaceful individual who is willing to help any one in need of his help. A devout family man and businessman, Hue loves nothing more than to contribute to society. He is a person who believe in justice freedom of opportunity and self determination the American dream base on honesty and hard-work which he has never taken for granted.

Professional Career:

Hue Vang entered the Clovis Police academy in 1989 as a rookie. He was able to excel quickly into rank and became a detective with the Clovis Police
Force and help solved many difficult cases and saved the city millions in a wrongful death lawsuit. He advised and taught the Hmong community about the law and encouraged many to join law enforcement so that they too could contribute to society and protect their Hmong American neighborhoods from gangs, violence, and theft.

During his career as a police officer, Hue received many recognitions and awards (see attachment) because of his dedication and contributions to the community. These awards include but are not limited to being named Police Officer of the Year as well as recognition from one the California’s senator on behalf of the California High Way Patrol stating that Hue Vang will go above and beyond the call of duty (see attachment). Once he left the force, his input and dedication toward civil service continued with his support, teachings (security business), philanthropy, and human rights work.

Business

Hue Vang voluntarily left the Clovis Police Depart in 1997. Shortly after he formed HV Security. HV Security’s goal is to provide training and jobs for relatives, friends, and the community for those who cannot obtain a job due to language barriers and lack of skills. HV Security operated for ten years and had a growth income of over one million dollars that provide income for those who were less fortunate families.

Hue chose not to renew the security license because he was confident that all those who had worked for HV Security were able to gain experience, language skills, and opportunities for education to gain employment elsewhere.

Hue Vang’s future business goals are as follows:
1. Building home; building a consulting business to with consultations for low-income families who want to purchase a home.
2. Investment on properties, retails and commercial opportunities that will provide job prospects for the community to be productive.

Hue Vang is not only a man who loves his family, community, and country, but he is also a man who believes in America and what it stands for. Throughout his life he has remained steadfast in his struggle to uphold the law and his belief in justice, peace, and prosperity. It would be a travesty to allow the loss of such an asset of the Hmong community, American society, and the international community.

Historical Background at a Glance
-Born as the third oldest sibling to Tong Zer Vang and Xee Vue Vang on July 7, 1968 in a small Hmong village called “Tai Bong” Vientiane, Laos.
-Father, Tong Zer Vang was a US recruited CIA special gorilla soldier 1961-1975, stationed in District 8-B, second lieutenant second in command of the 8-B District under the command of Major General Vang Pao.
-Spent six years of childhood in Laos, in May 1975 after the US government’s withdrawal from Laos, Hue and his family fled Laos to Thailand seeking shelter as refugees.
-From 1976-1979, Hue and his family were refugees at Ban Vinai, refugee camp awaiting resettlement to the western world
-In October of 1979, his oldest brother Seng Vang who had previously resettled in Fort Wayne, Indiana, sponsored Hue and his family.
-In Ft. Wayne, Hue attended grammar school as a fifth grader
-In 1981, Hue’s parents moved to Fresno, California in an attempt to seek better living opportunities
-Hue completed grammar school in Fresno and attended Edison High Computech Program. He was one of the first few Hmong students to participate in the math and science program in West Fresno and graduated in 1987.
-Because Hue was the oldest son living with his illiterate/non-English speaking parents, he chose to attend local college in order to be close to his family in order to help at home with his relatives- who at the time were beginning to move to Fresno
-Hue attended Fresno City College part-time while working part-time to help support his parents and his six younger siblings
-While attending Fresno City College, Hue was recommended by the Fresno City College Police Chief to seek employment with the Clovis Police Department who was in need of a Hmong speaking staff for translations and related assistance
-In 1988, Hue started working at the Clovis Police Dept. as an aid, 1989, and as a community service officer and officer at Clovis P.D. and in 1990, he was hired as a sworn police officer at Clovis P.D.
-From 1988 until the end of 1999 while working for Clovis P.D., he was cited numerous times for excellence performance while on duty; Hue received extensive advanced training in numerous areas of law-enforcement. His peers voted him Clovis P.D. Officer of the Year in 1995. He was promoted to a detective working in various areas including homicide and Asian gangs. Prior to leaving the force of his free will, he was a field-training officer.
-While with Clovis P.D., Hue also saw the need to establish a Hmong advisory committee consisting of Hmong elders and community leaders who advise the Police Department on various issues.
-Prior to leaving Clovis P.D. Hue saw a need in the Hmong community in regards to a security guard services for all of the Hmong community celebrations/festivities, in 1996 Hue established a security company (HV Security) which employed, certified, and trained dozens of unemployed Hmong to provide services to the Hmong community throughout central California
-In 2000, after Hue left Clovis P.D. He founded and operated Vang investigations a private investigation business, which is still in existence. Conjunctively, Hue also was a very hard working professional; he invested in Cal-Tran Re-Location Homes as a side investment.
-After Hue left Clovis PD, Hue devoted a lot of his time on Human Rights and Peace movement with the Hmong people, in particular, those Hmong who are still trapped inside Laos and currently being killed by the Lao military.
-Hue was an advocate on Human Rights, he has unified rallies with various Lao/Hmong Human Rights committees for the past several years and has taken lead in authorizing and leading demonstrations on the Hmong crisis in Laos and refugee issues in Thailand.
-He worked with the Lao Human Rights Council, Lao Movement for Democracy, Lao Families of America, Lao Student Movement for Democracy, United Hmong International, and United Lao Council for Peace, Freedom, and Reconstruction.
-Hue volunteers his time and energy completely for the cause of Human Rights for the Hmong and Laotian ethnic minorities
-Hue has lobbied US Congress, both House and Senate, including the Foreign Relations Committee on numerous occasions. He has lead many Hmong to Washington D.C. to help voice their concerns to the US congress on the Hmong crises in Laos and Thailand
-Hue has worked with international Human Rights Orgs- Society for Threatened Peoples, Religious Logistic Internationals (RLI), Forum Asia and Doctors without Borders in White Water Refugee Camp in Thailand
-Hue has also lobbied the UN system in NY city and attended many human rights side events at the UN HQ in NY City in advocating for Hmong Human Rights, and Hue has also lobbied the UN system in Bangkok, Thailand and the local Thai officials on Hmong Genocide and Refugee issues in Thailand
-In 2005, Hue was voted to be the acting Executive Director of the United Lao Council for Peace, Freedom, and Reconstruction
-2006, Hue was asked to help direct the works of the United Hmong International, Inc. While the organization was being reformed
-Hue was the author of many petitions – Human Rights Press Events.
On record are a number of documents submitted by Hue to Congress, UN and International Community and the Missions and Objectives of United La Council for Peace, Reconstruction and the United Hmong International, which clearly spell his work as a Human Rights Advocate and NOTHING else.

On June 4, 2007 Hue Vang was arrested and charged with involvement in a series of Neutrality Act violations regarding a plot to overthrow the communist government of Laos, a country which the United States government is at peace.

July 12, 2007 marks the one-month anniversary of the wrongful arrest of Hue Vang .The U.S attorney has still not produced any credible evidence for the case concerning Hue Vang’s involvement in the conspiracy to overthrow the communist government of Laos and the intent to purchase military grade weapons. The prosecution still has not met the minimum evidence requirement to continue. The U.S attorney’s decision neglects to recognize that this respected Hmong American leader should never has been detained in the first place, and the unjust actions taken against this individual has not been warranted with regards to the fact that he is to be treated as innocent until proven guilty.

Hue Vang has been nothing less than an exceptional model citizen who upholds the tradition of a citizen by its purest form. He not only abides by his social contract with the United States, but he also has helped countless others through his work as a police officer, human rights advocate, philanthropist, and good works volunteer and coordinator. Although he may have been born under harsh conditions he has thrived and become a priceless and integral member of his community.
