ESTABLISHING of INTERNATIONAL ETHICAL COURT

I suggest to create the International Ethical Tribunal, or (in other version of the name) International Court of Conscience.
It has to fill that legal niche what was formed between International Court on War Crimes and International Criminal Court. This tribunal to consider cases on ethics or not ethics of behavior of this or that head of the state, statesmen, this or that senator, deputy of the state parliament on its post, becouse of their actions , which are obviously breaking norms of international law or the fundamental law (constitution) of the country. The tribunal, by my idea, has to consider ethics or not ethics of acts of the specified statesmen, to pass the decisions condemning or encouraging their activity. The cases considered by Tribunal (Court) have to be initiated according to the statement of public groups, individuals from citizens of the country, or according to the decision of the international organizations, international committees etc. he person, which would be accused by Tribunal (Court) for breaking of ethics norms of the behavior, whether it would be fraud on elections with the purpose to fix own provision in this country, or actions against a world law and order, or infringement of the rights of citizens of the country, where the resident - is considered the total isolation of that person from communication in any its form- actually the pariah. The decision of this Tribunal (Court) declares accused as the "person without conscience", and any communications with such person would be not recommended to government employees of other states if they take care of their reputation. Citizens of the country, whose head it is declared by "by the person without conscience", would be morally free from any obligations to such state, and- according of the UNO norms- have the right to overcome the regime if organize strugle against condemned, they have to enjoy support by available legal methods. Any head of any other country, who risked to continue communication with such person, has to be subjected to the same punishment. I consider, that thus would become easier to change the regimes, which practise crimes against human rights, against the international law and order, which make aggression or conducting hybrid wars, use of violence against legal declaration of will of citizens. According to the decision of Tribunal (Court), would become easier to give help to the people fighting against the brutal regimes, which heads, for example, fraud the elections, infringe the rights of citizens, including the right to peaceful gathering, demonstrations, a freedom of expression and declarations of will. Today exist no instrument of such influence similar offered by me- only the tribunal for war crimes is rather similar, but my project belongs to consideration of much more widespread crimes against human rights.
