The Frankston Reservoir has been decommissioned and the land is now managed by Parks Victoria. The plan is to open the park for recreational use to the public.
As residents in and around this area we will be severely impacted by the opening of our quiet residential streets to heavy traffic flow.
We strongly contest in the plan for public vehicle access to the Frankston Reservoir for the following reasons;
1. We have concerns regarding the increased traffic flow and road safety for young children, elderly and family pets in particular.
2. There is concern in relation to fire safety management in regard to traffic due to the single entrance and exit point via Jeremy Way and Water Way.
3. The management of traffic in very narrow residential streets is of concern. Lawson Ave has recently had strategies implemented due to pre-existing concerns regarding traffic management. How is this expected to be managed with significant increases in traffic?.
4. There is currently limited space in these narrow streets for traffic flow when residents are parked in the street. At the recent open day, residents were unable to manoeuvre their cars out of their driveways due to the parked cars in the street.
5. The increased risk of damage to resident’s cars parked on the street when high traffic numbers are expected to negotiate these narrow streets.
6. The narrow widths of these streets are not suitable to accommodate two-way traffic flow.
7. The increase of anti-social behaviour in open public spaces with 24-hour access and no authority presence is of concern.
8. The lack of privacy when the public park opens for residents who have purchased properties in a quiet no-through road in a residential area, especially given the unlimited 24 hour access and close proximity of the public car park and proposed public toilet block.
9. Decline in the liveability of the area and quality of life when a 24 hour public park with a single on-site car park is created, especially where access is via our front doors.
10. There is concern regarding the decline in property value.
11. The current storage of lethal chemicals by Melbourne Water is extremely close to the proposed car park, which poses a threat to local residents if a spill results from vandalism.
We strongly oppose any vehicle access to the park via residential streets and if this is unfeasible then consider the park not suitable for vehicle access at all, only allowing pedestrian and cyclist access.
Unfortunately, this may be the reality when opening a park in a residential area with 280 neighbouring properties and numerous residential streets.
If it is deemed essential to have a car park on-site we strongly recommend the car park not be positioned to border private properties in order to protect the privacy and security of residents.
There is an option to build access roads at the Southern end of the park via Overport Park. This would allow access to the park by vehicle while not impeding the privacy of local residents. This option will be a cost to the State Government, however would appear to be reasonable use of our taxes!
