As a resident of Double Oak, I do not support any current or future Gas Compression Facility proposed to be constructed by Williams Production within the jurisdiction of this town.
Double Oak is a primarily residential community consisting of single family homes and residences. It is our concern for health and safety for the residents of this community and loss of property values that we do not support any change to Ordinance Sec 4.308 paragraph H which is as follows:
Sec. 4.308 Standards and Conditions for Oil or Gas Well Drilling and Production
(H) Main transmission pipeline cooling or compression facilities are not allowed in any zoning district in the town.
To further protect the health and safety of the residents of Double Oak and surrounding Communities, we propose the following changes to the existing gas drilling setbacks as described in ordinance Sec. 4.304 subsections 1 though 6.
Sec. 4.304 Oil or Gas Well Drilling and Production
1. No well shall be located within one thousand feet (1000') of a residential structure;
2. No well shall be located within one thousand feet (1000') of any public park, religious institution, school or place of assembly;
3. No well shall be located within one thousand (1000') feet from any existing storage tank, or source of potential ignition;
4. No well within one thousand (1000') feet of any public street, road, highway, or right-of-way;
5. No well within one hundred (100') feet of any building accessory to, but not necessary to the operation of the well;
6. No well within one thousand (1000') feet to any fresh water well;
In addition we desire the adoption of new gas and pipeline ordinances to include the following:
1. Vapor recovery systems that will negate the need for flaring of excess gas flow.
2. A water reclamation system that will recycle the precious water we have available in North Texas.
3. Hydraulic Fracturing Fluids will use only those that are environmentally friendly and engineered in a manner that will identify any offending well if found in local water supply systems.
4. Planting/Fences and Aesthetics: The current pad fence at the Meece site is in unacceptable condition. It is not high enough and does not hide from view the inner pad, machinery and well head from Simmons Road.
With these proposals in mind, town officials will be able to better protect the quality of life, health, and safety of residents of Double Oak, while enforcing compliance with all codes and ordinances.
Residents should also not take the risk of damage to their private property. Any and all damages as the result of gas drilling and pipeline operators and their employees shall be covered in full and paid to any claimant within a reasonable time frame. We further support raising the liability of any driller above the current levels.
As a resident of Double Oak, I am deeply concerned about any changes to the Oil & Gas Ordinance. Many, who have signed leases, did so believing the current ordinance would be adequate to regulate drilling and protect the town. My participation in this petition is voluntary and I authorize Double Oak Cares to forward this on my behalf.
