Peyton Manning's interception to R. Mathis which was returned for a touchdown should have been pass interference. Mathis grabbed Marvin Harrison's jersey/shoulder before catching the ball. Actions that constitute defensive pass interference include but are not limited to:
a) Contact by a defender who is not playing the ball and such contact restricts the receiver’s opportunity to make the catch;
b) Playing through the back of a receiver in an attempt to make a play on the ball;
On a critical 4th down the Jags wideout ran into the Colts defender and Defensive pass interference was called on Colts. Actions that do not constitute pass interference include but are not limited to:
(c) Driving through a defender who has established a position on the field.

We, the undersigned, call on the NFL to review and discipline the officials of the Jacksonville Jaguars at Indianapolis Colts game, September 21, 2008.
