Declaration of Facebook Media Group and Multi-networking Media Group Protesting China’s Aggression of Vietnam.

Dear UN Secretary General,

The East China Sea dispute and mounting conflict is another example of the global communities inability or neglect to act to resolve conflicts. Too often, the global communities have allowed disputes to manifest into aggressions or conflicts which endangered the lives and well being of people and communities.

Presently, the UN does not have adequate resources or structures to effectively intervene and resolve all conflicts. However, based on its Charter, values, principles and spirit of unity, the UN has the responsibility to promptly intervene and resolve conflicts before they are escalated into violence or destruction whether politically, economically, socially or through wars. Conflicts prevention and resolution are critical to a peaceful, harmonious, prosper, secure and well being world. Peace keeping forces and institutions are necessary to ensure stability and peace in the world. Furthermore, the UN missions also require (or it is necessary) that it has it own military or peace keeping forces which presently is not the case.

However, peacekeeping forces are not substitution for conflicts prevention and resolution mechanisms. Conflicts prevention and resolution are not only more resources effective but can be long lasting solutions to eliminate or minimize potential destruction to lives, communities, environment, resources and prevent the perpetuation or incitement of hatred, animosity, divisiveness, mistrust, violence, abuse, sufferings and human rights violations among global nations, communities and people. Therefore, it is critical and urgent that the UN build up necessary resources and institutions to effectively prevent, resolve and eliminate conflicts.

The East China Sea territories presently claimed by many ASEAN nations such as Viet Nam and China and the conflicts there are mounting. Nations, communities and people claiming territories and or resources have petition (http://www.gopetition.com/petitions/tuy%C3%AAn-c%C3%A1o-c%E1%BB%A7a-nh%C3%B3m-truy%E1%BB%81n-th%C3%B4ng-facebook-v%C3%A0-nh.html) the UN to resolve the territory dispute.

Therefore, it is necessary for the UN World Court (and any related institution(s)) to actively and promptly resolve the conflict to prevent further global communities divisiveness, anger, hatred, mistrust, animosity and potential destruction and violence. Resolution by the UN may not prevent conflicts since conflicts can be function of political, economical, cultural and social factors. However, it would establish mechanisms for rule of law; mechanisms for conflict prevention dialogue and resolution; respect of UN Charter, values, principles and membership; global responsibility and accountability; and Global Responsibility To Protect.

An effective and comprehensive Global Responsibility To Protect mechanism should not only be limited to intervening when there are such as violence, abuse, atrocities, crimes against humanity and genocides but it should also cover the responsibility and accountability to prevent and resolve conflicts before they escalated. Act promptly to prevent and resolve conflicts are also opportunities for the UN to build up the resources, institutions and structures for common good and the benefits of all.

The East China Sea dispute is also another global example where the need for a comprehensive and effective UN reform (for such as democracy, inclusiveness, multilateralism, equality, social responsibility and accountability and reverence for life, humanity and the environment) and Global Governance institutions and infrastructures establishment are ever more necessary, urgent and relevant. We hereby, urge the UN to resolutely make all out efforts to reform the UN, establish Global Governance while at the same time, build up conflict prevention, resolution and peace building institutions and mechanism to strengthen it missions such as Global Responsibility To Protect, security, social well being, humanitarian and peace efforts.

We also strongly urge the UN to act promptly on the East China Sea dispute which has evolved for many decades or any other global conflicts for the benefits and well being of the global community and the common good.
