Whereas students between the ages of 5 and 18 are required to attend school in the District of Columbia
Whereas the majority of students attending public schools still attend the District of Columbia Public Schools
Whereas under the DC Public Education Reform Act of 2007, there is no process or criteria required for a decision to close DCPS schools
Whereas under the DC Public Education Reform Act of 2007 the chancellor has sole authority to close schools, no citizen input or vote required
Whereas we have a shrinking system of walk -able neighborhood schools of right (DCPS) and an expanding system of lottery DCPS and charter schools of choice with families absorbing the cost of transportation
Whereas the DME has commissioned a master facilities plan; DCPS is commissioning a process to re-evaluate student assignment policies and there is a study regarding neighborhood access to public charter schools.
Be it resolved that any action affecting the rights of families and neighborhoods for public access to public schools be informed by these studies and public input, further more any action affecting these rights should be explicitly approved by the DC City Council.
The Council should require a comprehensive plan for public education This shall include any DCPS school closings as well as recommendations for school boundary and feeder pattern changes.
Charter school openings and closings should also be considered.
