It took a few years, but Dark Cloud 1 AND 2 are both up for download on PS4. I don't know how much this petition helped, but the goal was achieved nonetheless; thank you one and all for your support.
With PS2 classics being put up for sale on the PSN, I don't see why these classic titles can't be up for sale as well on the PS3.
Alternatively, Level-5 could release a High Definition Collection of both games on disc. (An High Definition Collection is when a game company remasters games in High Definition quality and re-releases them on one disc, usually for a successor to the console the game was originally released on. e.g. PS3).
