A coalition of Cuban exile members and organizations has publicly condemned the National Security Presidential Memorandum-5 (NSPM-5), issued on June 30th. We assert that this memorandum marks a significant and perilous shift in U.S. foreign policy toward Cuba, potentially weakening longstanding efforts to confront the oppressive regime in Havana. The opposition highlights concerns that the changes could embolden the regime and undermine the Cuban people's quest for freedom, while ignoring the danger posed by Cuban intelligence assets operating with impunity in various spheres of American society, including the government.

Dear President Trump:

We come to you as honorable citizens and voters of the Republican Party, but also on behalf of many members of an exile community who have experienced firsthand the horrors of communism in the Americas. Our commitment to this nation entails the responsibility to defend it from all enemies, both external and internal. In this context, Cuba and its allies not only represent the greatest threat to freedom in the entire hemisphere, just 90 miles from our shores, but that danger has crossed our borders, undermining the founding pillars of this nation.

However, it is our duty to frankly express our deep reservations regarding the Presidential Memorandum of National Security 5 published on June 30. We firmly believe that this memorandum, far from strengthening the policy of pressure against the Havana regime, reflects a distorted view of the political reality to be employed in the case of Cuba and that it was part of the failed policy agendas implemented by past Democratic administrations.

Therefore, we cordially request a review of this memorandum, which could consider some measures that were part of your successful policy during your previous administration and that demonstrated overwhelming effectiveness against the longest-standing tyranny in the region. These measures are:

Strengthen the application of Title III of the Helms-Burton Act, reactivated in 2019 under your management, to protect confiscated property rights and exert effective economic pressure against the regime.

Immediately suspend "educational" travel programs to Cuba, which actually function as instruments of ideological propaganda to promote socialism among American students.

Revoke all licenses issued by the Office of Foreign Assets Control (OFAC) to companies operating in or with Cuba, given the lack of a true independent private sector on the island.

Suspend US airline flights to Cuba again, a measure effectively implemented during you previous administration.

Repeal all migratory benefits granted to officials and representatives of the Cuban regime, who in many cases acceded to these privileges through migratory fraud, and should not be welcomed in the same nation that has given refuge to its victims.

Order a rigorous investigation, in coordination with the Department of Justice, into the presence of spies and collaborators of the Cuban regime in federal agencies, as was denounced by the director of USAGM, Kari Lake, on June 25 in an audience before Congress.

The regime established by the Castro brothers is now going through its worst political crisis in more than six decades. Under no circumstances is it fair, prudent, or strategic to provide political, economic, or diplomatic oxygen, disguised as "openness" or "humanitarian assistance." Such actions would only prolong the suffering of the Cuban people and strengthen the networks that promote socialism within our own country.

We thank you in advance for your attention to this urgent matter, and we remain at your entire disposal for any initiative that strengthens the cause of freedom in Cuba and throughout the region.
