College of Southern Idaho should End the Tax Funded Refugee Program

Whereas, when Idaho decided to withdraw from the federal refugee resettlement program, the U.S. Office for Refugee Resettlement (ORR) selected, under the authority of the Wilson-Fish amendment of the 1984 Immigration and Nationality Act, a number of refugee resettlement agencies to operate as the “state designees” for purposes of receiving and disbursing federal funds to refugees; and,

Whereas, one such Wilson-Fish sub-contractor is College of Southern Idaho Refugee Center; and,

Whereas, the CSI Refugee Center has been responsible for coordinating the resettlement into the Magic Valley over 5000 refugees since its inception; and,

Whereas, The Office of Refugee Resettlement (ORR) depends greatly upon local programs such as the CSI Refugee Center when making placement decisions regarding the volume of refugees to resettle; and,

Whereas, in areas of refugee resettlement as diverse as Rotherham, England; Vancouver, Canada; and Minneapolis, Minnesota; refugee resettlement has resulted in a pattern of horrific sex crimes, and;

Whereas, in areas of refugee resettlement as near as Boise, refugee resettlement has resulted in an increase in terrorist activity, and;

Whereas, from a humanitarian standpoint, every dollar spent assimilating a single extended family of refugees is a dollar that could be spent making their home country more livable for all their countrymen, and;

Whereas, from a financial standpoint, every dollar in profit that CSI earns for trafficking refugees represents many dollars in external costs that is foisted upon Idaho citizens, especially increased education costs, and;
Whereas, also from a financial standpoint, every dollar that CSI receives for trafficking refugees represents a dollar that is ultimately added to the Federal debt, violating the belief of the Idaho Republican Party regarding government debt spending, Therefore;

Resolved, the signers of this petition urge the elected Board of Trustees of the College of Southern Idaho to discontinue the entire Refugee Center over a six month period.
