AN ACT:
To establish a federal law that punishes individuals, who are first offenders, convicted of first degree and second degree murder of a child under the age of 18, including at the result of any other felony offenses causing the death, shall be imposed a sentence of life imprisonment, without the possibility for parole or the death penalty as it applies. That commutation, and plea bargains be denied that would reduce the prison term of life, except only in a matter of a life term and the death penalty.
To establish a federal law that punishes individuals, who are first offenders, wherein they have been convicted of aggravated felonies, such as rape, sexual abuse, sexual exploitation, that includes child sex trafficking (also called human trafficking), shall be imposed a sentence of life imprisonment, without the possibility for parole. That this punishment be applied to first offenders by creating a One-Strike, You’re Out law, as well as to uphold and enforce this statute of punishment to repeat offenders.
To establish a federal law that punishes individuals, who are first offenders who are found guilty of first degree child abuse, resulting in serious bodily injury shall be imposed a mandatory minimum sentence of 50 years to life imprisonment.
To establish a federal law that punishes individuals, who are first offenders found guilty of Non-parental kidnapping of a child under the age of 18, or kidnapping to hold in bondage, servitude, torture, or sexual gratification shall be imposed a mandatory sentence of life imprisonment without the possibility of parole.
To establish a federal law that punishes individuals who are first offenders found guilty of first degree molestation of a child under the age of 14 should be given a mandatory minimum sentence of 30 years to life with a lifetime probation, if release is determined.

We, the undersigned, call on the United States Congress to create a One-Strike law to be mandated to all states and district courts, that will punish violent offenders who rape, torture, and murder children.
We call upon the United States Congress to reform sentencing guidelines of the district courts, and the state parole board, by denying parole to violent offenders, regardless if they are first-time offenders or repeat offenders; to deny bail to all violent offenders; and to strike down plea bargains that grant a reduced sentence and replace with a plea bargain guideline that only applies to a punishment where life imprisonment or the death penalty applies.
We call upon the United States Congress to give justice to child victims and their families, and to protect the public from dangerous and violent offenders by creating a federal statute that amends and enhances past statutes that protect all citizens of the United States of America.
