Currently in Victoria, Australia if you are found by the police to be driving at 3 km/h over the speed limit you get fined.

There are many reasons why this is ridiculous (especially considering the already abnormally low speed limits in Victoria) but what it comes down to is that the State Labor Party needs to understand that the road users of Victoria are not to be used as a source of revenue.

If the State Government wants to lower the road toll the best answer is to have the police department (who currently seem to do very little other than sit there with their speed radar guns) actively enforce stricter vehicle roadworthiness laws and make "Drivers Ed." a compulsory class at every Secondary School in Victoria (as is done in other countries with more relaxed speed limits but a lower road toll than Victoria/Australia).

This petition is to have the road laws in Victoria changed from a 3 km/h tolerance to a 10% tolerance (meaning you can do 55 km/h in a 50 km/h zone, 77 km/h in a 70 zone, 110 km/h in a 100 km/h zone, etc.) before you will get fined.
